The only exception is for rental vehicles where the contract can act as a registration certificate.
The 5th and last question: I go on vacation with friends that I take in my vehicle… If one of them does not wear the belt, which is verbalized?
If this passenger is over 18, then it is he who will be verbalized and will have to pay the fine of 135 € (fine may be reduced to 90 €) without loss of points for the driver. On the other hand, if the offending passenger is under 18 years old and is badly or not at all attached, it is the driver in this case who will have to pay the fine of 135 € (which can be reduced to 90) but without loss of point.
