Pedestrian protected by mandatory reflective elements

A serious traffic accident happened on Tuesday evening in the center. A passenger car smashed two young pedestrians without safety vest – a man and a woman – on Masaryk Square at the crossing. Both of them ended up with moderate injuries in the hospital.

The accident took place before the eighteenth hour in court. The rescuers immediately took the place. “The cause of the accident is being saved,” said police spokesman Jana. The thirty-nine-year-old driver sat behind the wheel of a passenger car. According to the first information, the woman was not fully involved in the proceedings. Tuesday’s accident was the first serious this year, when pedestrians were hit.

They become victims of accidents quite often, only last year, 131 pedestrians died in traffic accidents throughout the Czech Republic. To dramatically improve this tragic balance would be obliged to wear reflective elements in the dark outside the village, which the politicians have approved.

“A man in dark clothing can see about 18 meters in visible conditions, if he has reflective elements on himself, the driver can see it up to two hundred meters,” says North Bohemian transport expert Jan.

But for a man in dark clothes, he is almost certain that if he gets into the carriageway, the clash is practically inevitable. For example, a 60-seater car travels for only one second of less than seventeen meters, practically the entire distance to which the driver had the chance to see a pedestrian in dark clothing.

“The driver’s response time is approximately one second. So, when it reaches the pedestrian, it collides, “explains Jan, why people should wear reflective elements.

In his opinion, however, they should not only wear them outside the village, as they are re-enacting regulations. Even in cities there are many places that are poorly illuminated, but that does not apply. Such a place can be, for example, the road near the middle school of agriculture.

Traffic policemen are also preparing to control the new duty.

“But first, we will focus on preventive action to get the information as close as possible among people,” says regional transport police.

In the last week of February, it will be possible to meet traffic police at a number of busy places where they will be able to give away reflective elements such as ribbons or vests in cooperation with BESIP.

The new law states: “If a pedestrian is traveling outside the village in a low visibility on the roadside or on the edge of a road in a place not illuminated by public lighting, he is obliged to wear reflective material placed in such a way as to be visible to other road users Roads.” People can do something else: If they do not have reflective elements, they can get in the dark in the dark with a flashlight or a lighted mobile. That can save their lives at night.

Wear Reflective vests outside the village

The Senate unanimously approved an amendment that, among other things, will allow municipalities to restrict the operation. The norm also mandates pedestrians to wear reflective elements outside the village and allows the police to withhold a small technical license in the event of a poor technical condition of the vehicle.

The Senate decided on Wednesday despite the efforts of some senators, who wanted to take police officers the right to measure the speed of the ride or to allow cyclists to ride even after drinking less alcohol.

The novel, which also obliges motorists to clean vehicles from ice and also from snow if they prevent them from being out of sight, now, gets the president to sign.

The norm should also allow for a half-year license to be issued to those who would cross the railway crossing at the time of signaling the arrival of the train. The fine for such a crime has not yet increased, as demanded by greens, according to CSSD senator Petro Galas, but in the future it is considering increasing from five thousand Czech crowns to five times.

The largest part of the three-hour debate took over the senators’ discussion of the abolition of the right of the police to measure the speed that was advocated by the chairman of the ODS senators and the mayor of Teplice. “The ministry of transport has a negative opinion on the proposal to drop the possibility of measuring the speed of municipal traffic by the police in reflective vest,” the minister of transport, Dan, told the senators. He justified this inter alia by not discussing this change with the authorities concerned and assessing its impact on both traffic safety and radar investment.

Kobe argued that many municipalities just want to improve their income, so speeds are measured outside the built-up area. He also pointed to the administration and the increase in unpaid fines for traffic offenses, which he said had climbed from 29 million to 43 million crowns in the past five years.

The chairman of the CSSD senators admitted that the city police would not be able to measure the speed of the trip, but it compensates for the insufficient capacity of the Republic Police to ensure a higher level of security in the municipalities. This was argued by Senator. “I speak to myself, because I am a city police sponsor, and I often give her a quick ride,” she admitted.

Senate Vice-President proposed to allow cyclists, according to the Austrian model, 0.8 per mile of alcohol in the blood if they were traveling on third-class roads or cycling paths, or alternatively 0.5 per mile. He also wanted to limit the maximum penalty for alcohol for cyclists to 500 crowns. He argued that policemen often choose fines on vineyard cycling trails.

To the duty of reflective elements for pedestrians, vests or only strips on the sleeve, the Minister of Transport stated that the violation would amount to a fine of two thousand dollars. Also said the ministry had a deal with the police to give people more of their reflective tapes. He also announced that his office is seeking an agreement with the Czech Association of Insurers to ensure the removal of non-mobile vehicles. He responded to the request of Senator Jake that the government should take action against overtaking offshoots.

The policemen gave people reflective elements

Pedestrians are obliged by law to wear reflective vest at night or otherwise reduced visibility when moving between villages on clothing. This was pointed out by the policemen of the Municipal Police in Reno during their security event, Tomlin Gross, the spokesman of the local town hall, told Zlin.cz.

A security event organized by the town police was held on Wednesday 2 March evening. Its main component was the distribution of reflective strips on hand and reflector.

“In the framework of prevention, pedestrians in particular have drawn attention to the new legal obligation to wear reflective elements on the clothing when moving between villages and in reduced visibility or at night,” said Alex, the head of the police.

“We gave out reflective tapes, pendants and stickers, and bikes, reflectors and lights were prepared for cyclists,” added police officer Jixi Huda, who is responsible for preventive actions for the public in the town council in Reno and for lectures on road safety for schools.

“The aim of the event, which we will certainly repeat, is to remind all pedestrians and cyclists the basic rule for safe movement on the roads – to see and be seen,” concluded Pillar.

Reflective tapes were seniors and children

“Better preventively increase security than wait for something to happen,” says Vera, forty-eight, while putting on a reflective tape on the sleeve of her coat.

Just like a number of other seniors and children, the free-of-charge reflexive tapes distributed to the city police at the crossings in yesterday. “Every night when I come home in the dark, I have to go along a road where there is no walkway and public lighting is weak,” she explained her fears of crashing car-working pensioner.

From grandchildren he knows that clothes that are equipped with reflective elements from the manufacturer are already being sold, but it is only for the young generation. “It’s expensive, too,” said the senior woman, so yesterday’s “gift” of tape sleeved officers so immensely appreciated. “I’m going to feel safer on the way now,” she smiled with a noticeable calming voice.

The police officers know this, and the evidence is sad.

One such happened at the end of last year. Without any reflexive elements in dark clothes, a thirty-five-year-old pedestrian walked out, knocked by a twenty five year old driver. In the dark, the driver did not see the man at all.

“Obviously, he did not follow the situation sufficiently ahead of him and did not go so fast as to be able to stop at the distance he had before him. So, in order not to interfere with the obstacle or the person who would appear before him, “he described the sad event in which the pedestrian, regional police spokesman Alex died.

The alarming statistics of pedestrian crossings with cars were the main motive for the police officers, in cooperation with the municipality, to decide on the situation with the observance of the principles of road safety for pedestrians.

Therefore, a traffic-safety event took place yesterday morning, giving away to the children who went to school at the crossing of the reflective ribbon. “We are currently responding to pedestrian and especially children’s wear, which is often dark and without reflective elements. It is easily overlooked for reduced visibility,” Milan, the director of Milan’s municipal police, approached.

Besides children, elderly people and seniors received the straps. “These are the groups of people who are most vulnerable to traffic on the roads,” added Milan.

“I’m so glad that something is done for the safety of children,” said Zeneca, a police assistant, who accompanied her children to school in the morning, complaining that she was busy in the morning around the school where her children are going, so she is grateful for the morning Supervision of municipal police patrols at schools.

The kids liked the tapes and put them on. “It’s great,” said Makita and Sarah, the schoolgirl, and he was very interested in the tape, “I think it’s good, especially in the shade of a walk, we will certainly use it,” said husband.

“It’s great to see us at least. We use reflective elements, and children have them on clothes and briefcases, “said Mother Petra.

“I use a flashlight because most of the year I live in a cottage at Resave and I’m always on my way. This is new and I’m glad I got it, “added Hrbek.

The event was also acclaimed by the regional coordinator BESIP. “The more people use the safety reflective elements, the better. It will certainly have a positive impact on pedestrian safety and accident reduction, “he said.

A few tips to move in the dark

Running in the dark has its spell, but it also brings traps. We cannot count so much on our sight, and we become “invisible” to others. Sometimes the reflective vest can give runners some protection. Parks are depopulated and the earlier twilight brings in addition to an unpleasant feeling a real threat of assault. However, it is enough to stick to a few principles to eliminate the risks of the run.

The days are slowing down and the nights are coming sooner. Those of us who have got used to running in the evening in the summer are faced with the decision: to run in the dark or to get up and run … in the dark too? If we are not freelancing, we will not pick up too much with the coming winter. But in the dark there are a lot of pitfalls waiting for us, and it does not necessarily have to be just a subversive element that, under the cover of darkness, enters the runner on the unlit route. It can be ourselves if we are uncomfortable with an inappropriate reaction, an inappropriately chosen route, or a bad outfall.

  1. Be seen

The main motto of the night runner should sound “Always illuminated!” Or at least try to reflect the surrounding light. If you run along roads or on bicycle trails, you should at least have a small headlamp and ideally the back red light. A reflective tape with LEDs is good, which not only reflects the light but also flashes or flashes. You’ll buy it for less than a hundred crowns at bikes or on the internet.

It is also suitable for clothing with reflective elements or at least in bright neon colors, thanks to which you notice yourself at dusk. If you run with the headlamp, be considerate to the opposite: eye-sight and nodding for the greeting we are accustomed to in the light can make them unpleasantly dazzled for tens of seconds. Look straight ahead or head slightly in the opposite direction.

  1. Drive upstream

If you run along a road or on a bike path, it may have its advantages – such a route is often illuminated and well-arranged. On the road, we usually do not go to the opposite direction, but we are not doing so much on the bike trail. We should always run against the direction of majority traffic so that we can register cyclists or vehicles against us in good time and avoid them in time.

  1. Do not stop your senses

It’s a rule that all our jogging magazines and tutors on self-defense courses keep constantly in our heads, but we just do not like it. Letting your favorite music at home means for many runners to get out of the rhythm. But we also voluntarily give up another important meaning. As if it is not enough that darkness is ruining our eyes. Running with headphones means registering a person, a cyclist or a dog behind you often to the last minute. In the best case, you are scared; you can become an easy victim of an assault. If you cannot run without music, try at least one headset.

  1. Keep familiar routes

Investigating in the dark the unexplored areas do not have to pay off. On the one hand, you do not have to guess how far you can get, and you can also hurt yourself in case of impaired visibility. Just an unexpected change in the surface of the route, the asphalt hole, the stones or the narrowing of the road and the unpleasant fall is in the world. If you are bored with the same routes, or you like to indulge in a bit of adrenaline, get yourself a quality headlamp that will illuminate your route. Sometime used the reflective material will be better to keep safety.

  1. Citizen with you

The last advice may sound a little too paranoid and morbid. However, a citizen’s passport in the pocket may not serve well only when examining and identifying the body. You can also get a special bracelet ID (about 200 crowns on the internet), which is not only reflective, but you can also include personal information including what medications you take or have an allergy.

The basic rule of night’s running is not to make unnecessary problems, whatever they are, to know about themselves and to be more receptive to their surroundings. Then you can enjoy running in the dark as well as on a white day or maybe even better – the dark run has its magic.

Be well visible at night, avoid injury and fine

For pedestrians there is already a duty to be safely seen while walking along the road. Sometimes Just a few reflective elements that can save your life and help you avoid the fines.

See and mainly be seen. This is the motto of the amendment to the Act on Road Traffic, which has brought many changes since Saturday not only for drivers but also for pedestrians. From now on, they would not have gone out of the village under reduced visibility in a place that is not illuminated, coming out without a reflective element on clothing. Otherwise, two thousand shall be taken from the wallet, in the administrative proceedings up to two and a half.

A series of tests showed that the figure in dark clothing is visible to the driver of the arriving vehicle at only 18 meters, in white clothing already at 55 meters and with reflective markings already at 200 meters, which is enough distance for a safe escape maneuver.

The novel of the law is also welcomed by the young driver Katarina, who has met unimaginably “invisible” pedestrians. “I think the introduction of the reflective material is the right thing, I have seen myself several times that I was a pedestrian at the county road almost overlooked And I have something to do to prevent it from happening, certainly because of this duty to avoid accidents, and even the pedestrian is taken as a legitimate road user, so it should bear the consequences if it causes something, “he thinks.

See you?

Police officers have been targeting pedestrians since the autumn of 2015. Since then, more than 100,000 reflective tapes have been handed out to unmarked pedestrians. The Tabor policemen took part in the “We see” national prevention event, for example, on February 11, when they handed out bags with reflective stripe and reflective tapes to passers-by at the Kurland shopping center.

Even though the amendment to the law came into force already last Saturday, unmarking pedestrians still do not have to be scared yet. “It will be a misdemeanor but we will still explain to the pedestrians why we need to wear reflective tapes and if we have some of them, we will continue to give them away,” South Bohemian police spokesman Double.

However, all pedestrians also recommend that they take care of their safety and wear reflexive elements in cities where there is poor lighting, driving cars and cyclists. One simply has to light up and the other light reflects.

For pedestrians walking along the left side of the road, it is ideal to wear a reflective ribbon on the right hand or foot, which will be directed to the road and an anti-rushing car, will illuminate it. “It is necessary for the pedestrian really to go to the left, so that the passing driver does not shine in his back, but in the face. Cyclists should ideally have tapes on both ankles. The belt not only holds the trouser legs but also has the advantage of being seen from all sides, “explains Double.

You do not have to invest in the variety of reflexes if you already own some sportswear or neon-colored shoes.

The police are still distributing reflective tapes

Two-and-a-half thousand crowns can be expensive for the evening walkers on the road from Saturday. If they are not retrofitted outside the village, they risk a fine. The amendment to the law seeks to reduce the number of people with cars.

In the first weeks of the amendment to the Road Traffic Act, the police will focus on prevention rather than on pedestrians. “We are planning dozens of events in the region where we want to inform pedestrians about new duties and to give them objects in reflective design,” police Panel said.

The first reflective tapes, bags and vests were handed out by policemen in Brno on Thursday. They stopped and informed about thirty people. “Few of them knew about the change in law,” said Swab, and recommended to wear well-visible clothing accessories not only outside the village, but also within them.

Also in schools

The police action was also awarded by Dagmar, who took off the reflective tape. “When a man is in black on gray asphalt, he can hardly see him tonight,” she said.

Information about the novel does not extend to South Moravia only by police officers, but also by schools. For example, in elementary school in Brno, teachers are explaining new responsibilities to pupils these days. “Many parents did not register the law at all,” said director Jana. She added that they had made good visible elements for school events to borrow to the pupils.

The amendment to the law requires pedestrians to use reflective elements when walking along the roadside or on the outskirts of the road outside the village. According to the visibility of the reflective material is two hundred meters at night, while a blue-haired man is seen at about a tenth of a distance. At ninety kilometers an hour, the car’s braking distance is about forty meters. “We therefore welcome the obligation to wear reflective elements,” said regional coordinator Basil.

The amendment to the Act, however, is uncontroversial. When a pedestrian without a reflective element collides with a car, it is the driver who bears the blame because it does not adapt the speed to the road conditions. A poorly visible person in a conflict risks only a fine in terms of law. “In practice, it means that I can never drive ninety after the district roads at night, because I have to count on the fact that someone is not illuminated,” Mike said.

Stronger neighbors

An even stricter law has been in force in Slovakia since 2014. Pedestrians must wear reflective elements on the road regardless of whether they are moving in or out of the village. “At first, people complained, but now they have no problem,” said Mike.

The efforts to improve the safety of pedestrians have been felt by some traders for the revenue. “Reflective elements are sold about twice as much as before,” said Yvette, a salesman at Brno’s Workwear Store.

Last year, the police in the South Moravian region recorded four hundred and thirteen drops of cars with a pedestrian. “Of these, two hundred and twenty-two happened in Brno,” Swab said. Over forty percents of pedestrian collisions took place at pedestrian crossings. Fall of cars with pedestrians is increasing every year.

Police in safety vest detain vehicle registration certificates

If a police officer in safety vest finds that the vehicle is showing serious technical defects in a roadside check, it can withhold a vehicle registration certificate. The driver must have it by law. Retention of this document may prevent traffic accidents caused by such a dangerous vehicle. The driver asks you to return the document to the local and relevant authority. It shall be issued to him without delay as soon as the driver demonstrates by the protocol of carrying out the technical inspection that the defects have been removed. When assessing the technical condition of a vehicle, the policeman must follow a precisely defined list of defects set out in the decree.

The current law does not regulate the movement of trucks in road traffic and they are subject to the same rules as pedestrians. This will no longer apply and users will have clear rules and restrictions. If someone uses a so-called personal conveyor, a device, he can only walk on the sidewalk with the speed of walking. “In both cases, must ensure that he does not endanger and restrain other road users,” says Dan in reflective vest.

By means of traffic signs, the municipality can restrict the operation of trucks where the conditions for their use are inadequate. This generally preserves the possibility of operating these trucks and, at the same time, gives local authorities the power to regulate their use locally. In case of approval of the law, the Ministry of Transport plans to introduce a new traffic sign prohibiting the movement of trucks.

The seaway cannot be moved completely from the sidewalk to the road. Unlike cyclists, seaway people typically borrow and find themselves in the streets without having much experience with driving. Such a means, which is wider than a wheel and has automatic control, would be dangerous on the road both for the users themselves and for the driver.

Obligation to clean the vehicle before driving

Drivers will have a specific duty to clean the windscreen and front side glasses from ice, snow and other dirt before driving. Likewise, they will have to remove from the vehicle and cargo pieces of ice and snow that can be released while driving. “This is a basic thing, but the drivers sometimes neglect. If a large piece of ice is dropped from a truck, for example, it is a very dangerous situation that can end up with a road accident, “said Transport Minister Dan.

Traffic psychological examination

The amendment also introduces stricter rules for traffic psychological examinations. The aim is that this obligation is not only a formality and not easy to circumvent. The content of the psychological examination will be clearly defined. If the driver gets a negative opinion, he cannot replace him for three months with a positive opinion from another psychologist. On the other hand, however, people will be able to ask for a psychological examination.

Bail in the offense

In the event that the driver does not lay down a bail, which the policeman determines because of the risk of circumventing the administrative procedure, the policeman will be able to re-hold the vehicle registration certificate. In addition to the possibility of shutting down the vehicle, the police officer in reflective uniform will have another tool that has a similar effect and can simplify the enforcement of road rules.

Bus drivers wear a Reflective vest as a protest

Support for the so-called Jawbone challenge today is the expression of bus drivers in reflective vest across the country. Politicians say: We have a lot of competitions at a low price; we do not like the public transport conditions. Public procurement terms lead to low wages for drivers. In Prague, trade unionists are heading for the Ministry of Transport.

Dozens of drivers in the Liberec Region met today in their reflective jacket for their buses. Politicians say: We have a lot of competitions at a low price; we do not like the public transport conditions.

In the orange and yellow vests, Bus line bus drivers in Jawbone were driving on the road today. The trade unionists at the end of September announced a stand-by strike and called for the fight against dumped public transport prices and low wages for drivers. If the problem does not begin within a month, they are ready to strike.

At the same time, the trade unionists brought materials to the Ministry of Transport for a bus transport tender in the Hradec Region, calling for tenders to take more account of other parameters, not just the lowest price. “There is nothing about drivers in all these fascicles,” said President of basic trade union organization Bus Line. According to him, today’s protest with the dressing of an orange vest helped 4000 drivers from all over the country.

The trade unions, strive to establish a working group in co-operation with the regions and the government, which would develop a unified methodology according to which the regions would issue public bus transport competitions. Tenders should be one of the essential conditions for keeping a minimum wage for drivers.

Prevent tragedies on the road with wear reflective vest

Since February this year, all pedestrians are required to wear reflective element when moving in poor visibility on the road outside the village. Not all but observe this rule.

“In the evening driving from Loch vice I do at the last minute saw a man who not only went on the right side of the road, but not even visible,” he complained driver who saw the pedestrian at the last minute. Just a few seconds but missed the tragedy.

In order to avoid these situations, Police launched traffic safety actions that are focused on just mentioned pedestrians. They are held, the first of which took place. Officers at these people on duty to warn them while handing out reflective tape. “Everywhere where there is no street lighting. If a pedestrian is not visibly marked as prescribed by law, can impose fines of up to two thousand crowns on the spot, “said a police officer at the Broun Marcela.

Preventive actions have an obligation not only to remind people, but also to highlight the risks, which exhibit no visible indication. “If you are not in areas without lighting equipment mentioned reflective elements, the real danger of becoming involved in an accident,” said Marcela and emphasized those accidents the collision of a passenger car with a pedestrian ends tragically.

In the period before reconstruction clutch Beggar – there is an accident, which Walker survived occurred. Since the expansion of the road but that’s happened. One of those officers in the security event beggar approached Miles. And he received from police reflective tape. “The bill I and elements of use,” says the man, who admits to rather go by car. According to him, should be pedestrians visibly marking in any case, even when walking at night on unlit areas rarely.

Policemen safety features not only distribute but also point to the appropriate location. “It’s good to be worn on the leg and hand. A lot of people are worn on the wrist, in this case, but they can hide jacket, so it is appropriate to give over a reflective jacket or pants, always on the side of the road, “says Marcela.
