Only three out of ten motorcyclists use the reflective vest

The use of the reflective vest by motorcyclists has stagnated and far from being a mass security element. “A year ago we were a lot more optimistic,” Pablo, general secretary of the National Road Safety Unit, told Observer.

A national study on public road behavior that the agency will make public today revealed that the use of this mandatory device by Law 19.061 complementary to the Traffic Law does not exceed 30% nationally. In Montevideo, the indicator rises to 38%.

For the vest to affect accident rates, it should expand to at least 80% of motorcyclists.

According to the hierarch, the lack of control has influenced the adoption of its use. The Municipality of Montevideo will begin to monitor the use of vests or reflective jackets one year after the approval of the standard, although it was only regulated in April of this year. However, in a first phase, the driver will not be fined, but an observation will be imposed.

To solve this problem, Unease prepares a mass delivery of vests in conjunction with the Congress of Intend ants.

It is estimated that, in total, the motorcyclist intervenes in 40% of casualties with fatalities registered in the capital; while in the rest of the country it does it in a range of 60%. In Montevideo, there are about 300,000 registered motorbikes. 18.1% of motorcyclists killed last year were between 15 and 19 years old.

The driver gives the example

The observation study includes use of the child restraint system, safety belt, daytime running lights, helmet, and the habit of talking on the cell phone at the wheel. Idalou said that it was determined that, if the driver wears a seatbelt, 88% of the companions imitate it; but if it does not, the figure drops to 9.7%. The research was carried out in 45 points of the country, during four consecutive days. More than 46,000 vehicles (26,475 cars and trucks and 19,590 motorcycles and mopeds) and 73,000 passengers were studied.

The reflective vest is already mandatory in France

Since the beginning of the year, all motorcyclists in France (also motorcycle tourists, take note) must necessarily drive with a reflective garment stored in some compartment of the motorcycle.

Seen the headline may panic, but blood does not reach the river. In France since January 1, 2016, it is compulsory to ride a motorcycle with a reflective vest stored, so that in case of emergency you can use it.

Three years ago, France was about to adopt a law by which all motorists were required to ride on the road with a reflective vest. Finally, the protests of thousands of bikers in the streets stopped the initiative, although the French government has now returned to touch this matter with an intermediate solution.

Since the beginning of the year all motorcyclists in France (also tourists on motorbike, take note) must necessarily drive with a reflective vest stored in a compartment of the motorcycle or wherever possible, to be used in case of stopping on the shoulder breakdown or other incident.

In case of non-compliance have already planned penalties, which are 11 Euros if the police detected that the biker has not kept this item, and that will rise to 135 Euros in case the rider is stopped without wearing the item that supposedly had saved. Now, there are many jackets, shirts, … that have some reflective band, but that is not enough, you have to wear an approved emergency vest, there are several types, with two bands, with crossed bands on the back, … and colors.

This measure will be a headache for all those motorcyclists with motorcycle models not specially adapted to carry belongings with them. In addition, according to the French Federation of Motorcyclists in Cholera (FFMC) does not solve the problem arising from not being visible until the biker does not put the item in question, something less simple than in case of wearing a safety garment under the seat in a car that one can be placed comfortably before leaving the cabin.

Keep Safety in the return to school

Minors in reflective vest who go to school on foot accompanied by an adult and cross the street by pedestrian crossings enabled for it. It is advisable to take advantage of the journey to inculcate the small basic road rules, such as crossing the street always with the green light or look both ways before starting the march. Children should not run, jump or play near the roadway and must be under the supervision of an adult at all times. Most likely children will always walk on the side of the sidewalk closest to the wall, away from curbs and pay special attention to the entrance and exits of parking lots and garages. At this point, remember that you should not walk between vehicles that are parked to avoid collisions.

By bus, car, motorcycle, or bike but always with safety when the road to school is made in a private vehicle, the first advice that Emergencies Andalucía offers to the public is the use of approved car seats that are appropriate to the age and weight of the vehicle. It is imperative that the adult check that the seat belts and anchors are correctly positioned. At this point, it should be remembered that minors who are less than 1.35 in height should always travel back. Only those who have reached the age of 18 or 135 centimeters in height may use the front seat, or when all the rear seats are occupied by child seats, if an approved chair suitable for the height / weight of the child is used. Children should not travel with reflective backpacks on their backs, as this can increase the risk to the child in the event of a collision.

The security in these cases starts in the garage or parking lot: adults must mount the children in the car, fasten the seat belt, and only afterwards, start the march since carrying out reverse maneuvers with the small ones around the vehicle increases the risk of being run over.

On the other hand, from Emergencies Andalucía there is an appeal to the parents and tutors who take the children in private cars to the school door: double-row parking and stops in unlicensed places that can cause traffic situations should be avoided danger for other drivers and pedestrians.

If instead, the choice is the motorcycle as a means of transport, it must be remembered that children under seven cannot travel by motorcycle, since that age, they can do so whenever they go with parents, guardians or a person appropriately authorized adult. In all cases, they are required to wear a helmet, a safety element that must be appropriate to their size and approved.

Reflective vest – “road safety is a priority”

The inhabitants of the town of Moray have decided to stand up to those who do not respect the limits in a very curious way.

Speeding is a very serious problem that occurs on the roads around the world. In our country, according to figures from the DGT, more than 300 people die each year in accidents in which speed is a determining factor. On freeways and motorways, fixed and mobile radars keep drivers who step on the accelerator too high. However, things change in rural areas, where a national road crosses the town and, although the signs mark 50 kilometers per hour, drivers do not hesitate to exceed this limit.

Faced with the inaction of the authorities, the inhabitants of Moray, a small village in the extreme north of Scotland have decided to end this situation. The neighbors, neither short nor lazy, have decided to put on a reflective vest in the main street of the town and point these hairdressing devices to some cars.

The objective is none other than to intimidate the reckless drivers who exceed the established limit of 60 miles per hour stipulated (about 96 kilometers per hour). Therefore, these, when they see the reflection of the vest, decide to step on the brake and slow down to confuse them with police carrying a strange device in their hands.

“It really is very dangerous, the speed that reaches the cars to cross Hope Man is very serious, especially when children go to school,” explained Dennis Slater, council member of the town, the BBC. “We do not like to go out on the street with hairdryers and high visibility vests, but we are trying to show that it is a desperate situation,” he adds.

After the measures adopted by the residents of Moray, the Scottish police wanted to come out with a statement to reassure the population, in which he assures that “road safety is a priority” for them, and more in that area.

Motorcyclists’ safety vests will patented

The portends legislators approved with 43 votes in favor, 13 against and 1 abstention a regulation that foresees that the motorcycle drivers who circulate in the City must wear in the reflective clothing, compulsorily, a sticker with the number of the patent of the wheeled .

The Legislature approved with 43 wills in favor, 13 against and one abstention. A modification to the Code of Traffic and Transport and to the Regime of Faults referred to the circulation, by means of which they looked for that motorcycle drivers that circulate in the City must wear a compulsory self-adhesive sticker with the number of the vehicle’s patent.

The regulation states that “in case of transporting a passenger, he must wear a reflective vest that has printed on the front and back the domain number of the motorcycle” and provides economic penalties of 5,000 pesos to those who fail to comply with the regulations and disqualification to drive from five to 10 days.

For his part, the author of the proposal Daniel assured that “this project does not violate any constitutional right” and explained that “the initiative has two objectives: the first of them is to contribute to security road, and the other is to promote public safety.” “This proposal can help to lower the rates of crime, probably not the only measure that makes the situation better, but will contribute in that same direction,” he said.

Fines of $ 5,200 to motorcyclists without a helmet or vest

The Buenos Aires Government sent to the Legislature the project that looks for to fight. The initiative has to with the measure that on Thursday 09/03 announced the governments of the Nation and the City to apply greater controls to motorcyclists in order to avoid criminal acts, but implementing measures that in the past failed, as reflective vests, prohibit the circulation in certain areas and schedules and mandatory use of the helmet. It also provides fines of $ 5,200 for those who fail to comply with these conditions. Guilds and motorcycle associations continue to reject the measure as on other occasions.

Among the main points of the initiative discussed by the Buenos Aires Legislature, nicknamed “anti-motorcycle law”, the movement of 2 people on a single motorcycle, in certain areas and time zones, will be prohibited by considering a map of the crime. In addition, motorcyclists must wear fluorescent vests with the road surface (they must also wear it in the helmets) and the companions must use these identifying elements so they can circulate in the places and times allowed.

Those who do not use comply with the restricted zones could be fined with 100 Fixed Units, that is, about $ .1000. The fine amounts to 500 Fixed Units, which today equals $ 5,200 for those who do not wear the safety vest and helmet. In addition, it could fit between 5 and 10 days of disqualification to drive.

From the middle of the year the new Transit Law will govern

The changes were publish in the Official Gazette and will be especially for motorcycles. Driver and passenger must have safety vest and the vehicle’s patent on the helmet.

The National Government made official the changes in the National Traffic Law, with which it seeks to deepen controls on motorcyclists and combat insecurity. The measures, which would begin to take effect on June 15, were announced last week by the Minister of National Security, Patricia Ulrich, and forced those who drive a motorcycle to have the vehicle’s patent printed on the helmet. The companions to wear a reflector vest with the identification of the domain both on the front and on the back.

Decree 171/2017 published in the Official Bulletin states that: “The massive use of motor vehicles throughout the Nation’s territory, and beyond the convenience provided by this means of transportation, its accessible acquisition and its economy, has facilitated in parallel way the concretion of criminal acts in the public road, highly reprehensible by society “. According to the new norm, the dominical identification will be adhered to the right and left sides of the regulatory helmet and high visibility vest, and must be indelible and inviolable.

Cyclist denounces motorcyclist harassment

The citizen Giuliani Cantor denounced that she was a victim of street harassment when she was on board her bicycle with yellow vest going to the Asunción waterfront to train. The woman has been cycling for four years for health reasons and it is the first time that she has experienced such a thing.

In a conversation with R800 AM, he explained that he was on Mexico Street and Av. Maris Lopez, on the afternoon of last Friday, when a motorcyclist went ahead and took advantage of him to disrespect him. “He gave me a spanking and he slit on a motorbike, when he left he turned around and smiled at me as if mocking what he did. He can have a mother, a daughter and friends, “he said.

The man aboard the bicycle had a helmet and reflective vest, but the vehicle did not have the sheet, so his identity is unknown. The woman regretted that the National Police does not comply with its work to prevent it from circulating without the respective documents.

He continued telling that he was terrified when he received the spanking, because, with the speed in which the motorcyclist was going, it was a very strong blow. “I never touched something similar; I sat crying in the street. Of course, nobody came to ask me what was wrong, nor did any driver decided to follow the person, “he lamented.

In this sense, he went on to say that, many times the citizenry is very indifferent to robberies that take place on public roads, whether a woman or a man is the victim. “Come as something normal or maybe they think ‘better not get into this’. People are very indifferent,” he criticized.

When she made her case known, she received numerous samples of support and advice, such as that she should be accompanied to train, for example. “They tell me not to go out alone, but I must have the freedom to leave. Many are very afraid of going out alone; we have to go out as for the war. Many girls even stopped pedaling because similar things happened to them. Our irresponsibility as women is that we often keep quiet, so I urge you not to shut up what is violence, “he said.

Lastly, the police in safety uniform clarified that in making his case known, he does not wish to sow fear or divisions, but rather to find a solution to the problem. “I do not enter into feminism or machismo. What you have to do is talk about these cases, so that society is not in different. I am sure that not everyone is like this man, “he said.

Police find 556 people for not wearing a reflective vest

The regions with the most infractions were Tarapacá and Los Lagos. The penalties reach $ 23 thousand. From the Congress they request urgency to legislate on obligation of the use of this pledge. From the Region of Arica to Magellan, the norm that forces the wearing of the reflective vest in the safety kit of all motorized vehicles inspected, according to data given by Carabineers to the National Traffic Safety Commission.

More than eight million controls carried out Carabineers during 2016; of these, 556 people fined for not complying with the regulations, with the Tarapacá and Los Lagos regions leading the ranking of infractions (168 and 128, respectively). Fines taken range from $ 9,200 to $ 23,000.

It should remembered that the measure had a controversial debate; both in the authorities and in social networks, for the obligation to be yellow, made of fluorescent material and have bands of retro reflective material with a width of not less than 50 mm.

The deputy Leopold Perez noted, “Although the infractions are few compared to the total number of audits, it is noteworthy that a high percentage is concentrated in regions such as Tarapacá and Los Lagos. He talks about the need to spread awareness campaigns in all corners of Chile. ”

At that point, the parliamentarian urged the legal initiative to make the use of the reflective vest mandatory. “I requested a balance, because it is necessary that we know the impact that this measure has generated on people and I want to insist that it is not enough to keep it inside the car, the vest must be used.”

The president of the Commission of Transports of the House of Representatives, Mario Vinegars, indicated, “If the fines are few, it is because the immense majority fulfilled the spirit of the norm. Several of us suggested that the measure by a legal modification, to give it strength, but I think that although it is important to process it, I do not think it is urgent. ”

For the public affairs manager of Automobile Club of Chile, Alberto Escobar, the figures “coincide with studies we have done in the regions of Los Lagos and Tarapacá, which show that they are rather refractory to road safety regulations, not I know if because they are more relaxed. In general, the numbers seem good to me, considering an automotive park of more than four million cars. ”

Regarding the obligation to use the security garment, the expert indicated, “it is interesting, but it would take at least a year, and if we are going to dedicate that time to a project, I would push the idea of the automated infraction center, so that we have electronic control of the speed.

Keep the road safety is also keeping your safety

It read that slogan of the General Directorate of Traffic that imprudence behind the wheel was paid, and more and more. The truth is that this announcement could well apply today in a literal sense. The efforts of the authorities to reduce traffic incidents have reduced the data, but unfortunately, cases continue to occur. If the accident rates have reduced, it is due to the sanctioning measures implemented. Do you know why you may suffer a loss of points or a fine of substantial amount? They will know habitual cases, and others not so much but punishable. They can be up to 6000 Euros, with loss of permission and even years of imprisonment.

According to ‘ABC’, with the entry into force of the card by points, Spanish drivers intend not to suffer significant corrections. Today, many are sanctioned without loss of points for circulating with the “dirty” or worn license plate, which prevents their reading; do not use the reflective vest when leaving the vehicle; do not carry spare wheel or circulate without the corresponding lighting. It does not mean loss of points but a sanction of about 200 euro. Pay attention. Granada became the city with the most fines per driver.

It is a city full of traps. With regard to the issue, it should be noted that the loss does not mean driving with the expired or unfavorable ITV (200 Euros) or with the negative ITV. In the latter case, the penalty amounts to 500 Euros. Also stresses that using the bursts of light with the vehicle in front is punishable with 80 Euros. With 200 Euros and the loss of two points of the card, anyone who circulates with children and under twelve as passengers on mopeds or motorcycles fined. You can even withdraw your permit for three months. Similarly, the stop or parking in a lane reserved for public transport vehicles would be punishable by such amount.

200 Euros and three points less will involve the use of a mobile phone or any device that distracts attention from the road; the non-use of the safety belt or a change of direction in areas that are not suitable for this purpose. The latter can also mean the withdrawal of the permit for three months.

With the same amount and the loss of four points will be sanctioned the driver or companion who throws to the road or in its vicinity objects that may cause fires; overtaking incorrectly; endangering cyclists; prevent the overtaking of another by increasing speed or performing reverse maneuvers on freeways or highways.

Finally, the loss of six points of the card can give for breaking speed limits, with penalties that can reach up to 500 Euros. Stresses that in case of exceeding 60 kilometers per hour of the speed allowed in urban road or 80 in interurban, the offender sentenced to prison terms of three to six months in addition to the corresponding fines.

In addition, if you refuse to submit yourself to a routine control, you could even impose prison sentences of half a year and deprivation of the right to drive from 1 to 4 years. Drive with inhibitors for the radars, 6000 Euros, 6 points of the license and withdrawal three months. Be careful and respect traffic regulations, keep the road safety is also keep your safety.
