Police officers in the Liberec region are starting to pay fines to pedestrians who do not have reflective vest at night outside the village. They have only been alerted to the obligation introduced this February. The fine on the spot can go up to two thousand crowns, in administrative proceedings ranging from 1,500 to 2,500 crowns.
“Within the region, we have imposed around forty penalties for this offense. Most often at the rate of two hundred crowns, “said Jan, Chief Commissary of the Police Service of the Regional Police Directorate of the Liberec Region. Preliminary statistics show that pedestrian accidents have been lost in the region this year. This is 19 accidents less than in the same period last year.
In the case of accidents caused by pedestrians, the decline is even more pronounced. This year they could walk in 27 accidents, last year for 49. In sections outside the municipality to which the new law mainly aimed, the number of clashes with pedestrians also dropped. Outside of the village four drivers walked this year last year, seven last years. Tapes of various shapes and colors can be seen in cities where pedestrians would not have. “We have found that pedestrians pay attention to their visibility in the village,” confirmed the spokesperson of the Liberec police Vladimir.
Preventive actions are also helpful
According to her, the preventive and repressive action is also influenced by the decrease in the number of road accidents involving pedestrians. “We focus on the visibility of pedestrians. However, it is unambiguously to say that the decline has occurred because of these activities, it is not possible, “said Spokeswoman. The police organize a series of events focused on the visibility of pedestrians who move on an unlit street beyond the village in the dark, dark, in heavy rain or snow. However, patrols during these events do not only give fines but also reflective tapes.
“Recently we have registered a large number of pedestrians who are properly equipped with reflective elements. At recent events, we usually find only pedestrians who are not out of the village in the prescribed manner, “said Jan Freezer. This is why patrols distribute reflective tapes to pedestrians in municipalities and explain their advantages.
Police officers teach older pedestrians
A similar traffic-prevention action is planned for the first half of December in the region. “We will focus on older pedestrians, for example, at shopping centers. We will also give them shopping bags with reflective elements, “said the spokesman of the Czech police Ivan. “ In cities, people should not be forgotten in the elements. When a car crashes a pedestrian, it hurts the same way in the city as in the village, “the spokesperson said. MF DNES and BESIP recently tested reflective tapes and found that they were very different. Retro reflection, the best of them was the worst 60 times. The test showed that the yellow tapes are better than red.
“Ideal is white and silver, where no color is applied to dampen the reflex,” explained Lukas of the 3M technology company that is engaged in the development and production of reflective materials. The tapes handed out by the police as part of the project “We See” got the mark 1 and in the test, they achieved the second best result.
Scientists will prepare another diode jacket
According to experts, it is best to put the tape on the ankle. “The lights of the car shine from the bottom and illuminate the tape on the ankle before the wrist,” explains Martin, head of BESIP. Even better are LED tapes. Scientists at the department of clothing at the faculty of Textile University of Liberec have long ago developed a jacket that has built-in diodes. The jacket is mainly designed for cyclists who can indicate a change in direction. The flicker diodes on the back can be seen for up to four hundred meters, and pedestrians can wear the jacket.
“There have already been hundreds of pieces sold,” Kodak, a spokesperson for the Technical University in Liberec, said. Massive expansion of the reflective jacket so far hinders the price of around nine thousand crowns. “Our scientists are already preparing the second variant of the model, the price will be reduced to five thousand,” the spokesperson Kodak said.
