New regulation is intended to enlighten cyclists

The German police union and the CDU want cyclists who wear the reflective clothing. Others reject a rule – and the accident statistics of the police on the lack of lighting surprised.

The police department states that it is “in the best interests of every cyclist” to be well seen through light and bright, ideally reflective clothing. “While, according to police observations, there are still too many cyclists traveling in the dark without light, the voluntary use of safety vests has already increased significantly without any obligation.” The police recommend both safety vests and helmets.

 

The Greens and the cycling association ADFC reject clothing regulations. International comparisons showed that for safe cycling, it was the traffic climate had to be improved. The German lighting requirement would be sufficient if it were enforced. In Munster, it succeeded to increase the audience rating by controls from 40 per cent in the year 2007 to now 97 per cent. Brickman justifies his demand for compulsory wasting with the fact that cyclists caused at least 54 percent of their 6952 accidents in 2013 as well. An indication of the problem of poor visibility provides at most the evaluation of the other cyclists accidents caused: There is priority violation in second place. Therefore, good high visibility clothing will be necessary for the drivers. Often this has to do with the fact that others have simply overlooked the cyclists. The discrepancy between the subjectively perceived as extremely reckless lack of lighting and their objectively minor role in the accident explain professionals so that moments of horror and near misses are not recorded.

Children from the kindergartens and nurseries from Piła received an extremely valuable gift. It is about walking hoses made by reflective material, thanks to which they will be better visible on the roads.

Its great asset is also the reflective products, thanks to which the walking group of children is perfectly visible, especially in the autumn and winter – said Bennie, WORD director, while handing gifts to kindergartners.

 

Then the children from Kindergarten No. 13 practically tried and demonstrated the received gift by walking around the town with traffic located in the Center. Piła’s President Piotr Głowski attended the meeting organized at the headquarters of WORD at Lotnicza, representatives of the kindergartens and nursery, who received presents. Hoses have been purchased from funds intended to improve road safety.

Police in the first weeks will only inform and admonish, but then they can punish us with a fine of up to PLN 500.

 

The amendment to the Act introduces an obligation according to which a pedestrian traveling along the road after dark outside the built-up area is obliged to use reflective material in a visible way for other road users, unless it moves on a road intended only for pedestrians or on the sidewalk. According to police, the new duty is to improve the safety of pedestrians. In the fall, they are very often the victims of accidents.

 

If the driver notices the pedestrian earlier, he is able to react faster. Driving at 80 km / h, he sees a pedestrian dressed in dark from a distance of 30-40 meters. Already one reflective material makes the pedestrian visible from a distance of 120-160 meters.

This provision is to improve the safety of pedestrians and drivers – says communist Marvin from the Zibeline police. – At the beginning, for these few weeks, we will not punish fines. All you need is information or a reminder, as it was when the obligation to drive with the lights on was made throughout the day. Then, however, you can expect to be punished with the mandate – he adds. From September 1, police officers using the beginning of education will visit schools and remind about a new duty.

 

The legislator does not impose what the obligatory reflective element should look like. Most importantly, it would fulfill its function and be visible. Reflective elements may include attachments for clothing, headbands, vests, and leashes. It is important to place them: the reflectors are recommended to be placed at the level of knees, hands, around the center of the chest and back – then we will be sure that they are clearly visible to other road users.

 

Reflective clothing are widely available in stores and at gas stations. Their purchase is an expense of only a few zlotys. The use of glare does not require any special effort or huge financial expenses. It can save the life or health of both the pedestrian and the driver – informs the Police Information Service.
