The figure in a reflective vest can be seen at night

For some time, mysterious characters can be found on the main roads in the Karenna commune. They look like real people from a distance. Being closer, we notice that these are only wire-shaped silhouettes that have been put on real reflective clothes. Residents wonder that they are metal pedestrians.”

We managed to find three places where wire people were set up. They stand by the road leading from Karenna to the village in Niece, and at the stadium in Korea. Perhaps there are more. If you met them at other points, let us know or send a photograph.

In none of these places, the men are not lonely. They always appear in pairs. One is wearing reflective clothing; the other is wearing a dark blouse or T-shirt.

It is not difficult to guess the goal that guided the inventors of the mission of the mysterious characters. We guess that they are to get drivers to take their feet off the gas and give them food for thought… It is enough to pay attention to their clothes. Both men are quite visible during the day. At night, however, the situation changes dramatically. From a distance, we can see the figure in a reflective vest, while the second one can be noticed only from a close distance.

Who “sent” the wire people to the side of the Root Road? Whenever we solve the puzzle – we will let you know!

Mandatory reflective vests from September 1

From September 1, every pedestrian walking after dark outside the built-up area will have to wear reflective clothing or a headband.

According to statistics, about 1,000 pedestrians and cyclists die in Poland on dark roads every year. From September 1, everyone moving around at dusk along roads in the unconstructed area will have to have visible reflective elements. Janus from the slip road in Soups should be extended by unpublished areas, including built-up ones, because many municipalities cannot afford sidewalks and illuminate the village all night long.

From the beginning of next month, however, we will be looking closely at pedestrians walking on roads outside the city. At the beginning, we will be instructing those undisciplined, but then punishing the seats – says the deputy head of the traffic department of the Soups command. What are the mandates? The new provision on the need to wear reflective vest is not yet included in the tariff. Until this happens, we will issue fines on general terms, from PLN 50 to PLN 100 – he adds to the poke. However, it is not about the level of seats, but about the safety of pedestrians. Many people note that in the minds of pedestrians and cyclists, especially those of adults, there is no need to wear reflective vest.

There is a terrible fashion for black. People rarely ask for reflective vests. When I order yellow or red panniers for a bike, they lie for months, and customers ask for dark ones – says Mikoyan from the bicycle shop, where you can buy reflective elements. The local government was planning to take care of the reflective education. At the meeting in the City Hall, representatives of the office, municipal guard and neighboring municipalities, police, organizations for the disabled and the elderly took the floor. They talked about statistics. In addition, so far, the words ended, because the Arabesque association, which initiated the action, did not receive ministerial money. It is different in rural communes, where the risk of an accident on an unlit road is much greater.

There were tragic situations with us. Near a village administrator died on an unlit road, and at the exit from the national six to Starry the car hit a cyclist. Fortunately, it has already managed to win the construction of safe descents – recalls Pewee Lewandowski from the Community Office in Dominica. We have been campaigning for the safety of our children a year ago, together with “Goes Somoza,” where all the first ones were given high visibility vests and comic booklets, we urge the elders to wear flares, distribute them at festivals and harvest festivals to tell the pulpit about road safety.

Reflective vests improve the safety of the youngest road users

180 reflective vests went to children from schools in Lemuroid and Sowing Botany. This is the result of the action organized in cooperation with three companies from the Plessey commune

The road to school for children who live in Selecta away from the city is not always safe. The youngest inhabitants sometimes have to move along the side of the road, without a road or pavement, only a hi vis vest. It is therefore important to carry out initiatives aimed at improving safety on the way of the youngest inhabitants of our commune. We decided to take this initiative – says Lukasz, the originator of the action.

Over 180 reflective safety vests were handed out. Nearly 140 went to pupils from grades I-III from ZSP in kindergarten students, and 45 to preschoolers and pupils from the 1st-3rd grade in Primary School in Sowing Botany. In both institutions, police officers also appeared, who explained to children how to behave on the road, what to avoid.

What you need to know when cycling on the public road

The Romanian police in safety vest recall the rules that cyclists have to respect on the public road. First, in order to drive a bicycle on public roads, you must be at least 14 years old. It is not enough, however. You need to know the traffic rules and be adequately equipped.

If a road is provided with a special track for the circulation of bicycles, it will be driven only on the respective track. Traffic of other road users on the bicycle track is prohibited. Bicycles, when traveling on the public road, must be run in a single row. When cycling PE, do not cross the road to pedestrian crossings! Motorcycles are forbidden by bicycle. You are prohibited from cycling on public roads covered with ice, ice or snow. During cycling on public roads, bicycle drivers are required to have their identity card on them.

How do you have to equip your bike?

In traffic on public roads, the bicycle shall be provided with an effective braking device, with a suitable, functional steering system with audible warning system (the fitting and use of vehicle-specific audible warning systems is forbidden). In addition, at night, the bicycle must be equipped with white or yellow light in front and back with red light and at least one visible, reflective vest, reflective device of the same color. At the same time, the bicycle must be equipped with elements or devices that, in turn, form a continuous, fluorescent-reflective circle, orange, fixed to the spokes of the wheels.

Other Obligations:

Bicycle drivers are prohibited:

– To travel on marked road sections with the sign “Bicycle access”;

– Learn how to drive bicycles on highways;

– To run on the sidewalks, unless they are equipped with special tracks for them;

– To move without holding at least one hand on the handlebars and both feet on the pedals;

– To move while under the influence of alcohol, products or narcotic drugs or medicinal products with similar effects,

– To keep on board a vehicle or to be towed by another vehicle or pushed or pulled by a person in a vehicle;

– Carry a person other than the child up to 7 years only if the vehicle is fitted with a special support and when the vehicle is built and / or equipped specifically for the transport of other persons;

– To transport or to shoot any objects which, by their volume or weight, interfere with or endanger the driving of the vehicle or the movement of other road users;

– To run on alleys in public parks or gardens, except when they do not interfere with pedestrian traffic;

– Run at night or when visibility is reduced without meeting the equipment requirements.

– Run with technical failures on the braking systems or on a vehicle not equipped with a buzzer;

– To run on lanes other than the one near the curb or more, unless, before the intersection, it must fit properly to make the left turn;

– Run without wearing fluorescent or reflective clothing, from leaving the evening until dawn or when visibility is reduced;

– Drive the vehicle without keeping the wheels in contact with the ground.

For failing to fulfill these obligations, you are liable to sanction! Comply with the law, for added safety! “

City police officers teach children prevention and security

Crime Prevention, Traffic Education, and Safety are introducing the work of the City Police, its police officers and crime prevention assistants. This and much more was the content of a series of lectures that the Municipal Police in reflective vest organized for the pupils of the second to fifth grades at the Elementary School. Discussions with school pupils and students have proven to be an effective form of prevention for several years.

The lectures were divided into three sections. In the first one, the children were introduced to a crime prevention assistant who explained what the assistant’s work is. Another area covered the work of the police officers and the explanation of their work, when children could see and “hitch” the equipment of the city police. The most interesting ones were, of course, handcuffs, a radio, or batons. In the last round, the children responded to basic questions about traffic education and road safety. For the right answers, they received small gifts as a reward.

Each of the 300 children covered by the lecture got a reflective hand strap or a briefcase with the City of Program logo to increase the safety of people on the road. These reflective accessories are mandatory after the amendment to the Road Traffic Act from February 2016: a pedestrian if it moves outside the village under reduced visibility on the side or edge of the road in a place not illuminated by public lighting must be clearly visible.

Walkers in the dark with reflective tapes only

The Senate unanimously approved an amendment that, among other things, will allow municipalities to restrict traffic. Norm also orders pedestrians to wear reflective vests outside the village if darkness or otherwise impaired visibility.

The law also allows police to withhold a small technical license in the event of a poor technical condition of the vehicle. The Senate has decided against it today, despite the efforts of some senators who wanted to take police officers the right to measure speed or to allow cyclists to ride even after drinking less alcohol. The novel, which also obliges motorists to clean vehicles from ice and from snow, if they prevent them from being out of sight, now gets the president to sign.

“The ministry of transport has a negative opinion on the proposal to drop the possibility to measure the speed of municipal vehicles by the police,” the minister of transport, Dan, told the senators. This was substantiated, inter alia, by the fact that this change was not discussed with the authorities concerned and its impact on traffic safety and radar investment in municipalities was not assessed.

He wanted to remove the right to measure the speed of the chairs of ODS senators and the Mayor of Teplice. He argued that many municipalities want only to improve their income and speed to measure outside the built-up area. He also pointed to the administration and the increase in unpaid fines, which he said last year was up to 43 million crowns.

What does the law introduce?

– Municipalities can regulate the operation of trucks

– Pedestrians can move between the villages in the dark or otherwise reduced visibility only with reflective stripes, otherwise they are liable to a fine of up to 2000 crowns

– The police can withhold a small technical card if the vehicle is in poor condition

– Motorists are obliged to clean the vehicles from ice and snow if they prevent them from looking

– the authorities can take a driving license for a half-year to the driver who crosses the railway crossing at a time when signaling works

Senate Vice-President proposed to allow cyclists, according to the Austrian model, 0.8 per mile of alcohol in the blood if they were traveling on third-class roads or cycling paths, or alternatively 0.5 per mile. He also wanted to limit the maximum penalty for alcohol for cyclists to 500 crowns. He argued that police officers often collect fines on wine-growing cycle paths. “Two wines are certainly not what threatens safety,” said Korma. However, a similar proposal by the People’s Deputy, Jixi Junk, refused to approve the amendment last December as well as the Chamber of Deputies.

The Minister of Transport has said that the responsibility for pedestrian reflective elements, such as vest or only sleeve strips, would amount to a fine of two thousand pounds. Book also said that the ministry had a deal with the police to give people more of their reflective tapes. He also announced that his office is seeking an agreement with the Czech Association of Insurance Companies to ensure the removal of non-mobile vehicles. He responded to Senator Ditka request that the government take action against overtaking.

The police fine pedestrians without reflective vest

Police officers in the Liberec region are starting to pay fines to pedestrians who do not have reflective vest at night outside the village. They have only been alerted to the obligation introduced this February. The fine on the spot can go up to two thousand crowns, in administrative proceedings ranging from 1,500 to 2,500 crowns.

“Within the region, we have imposed around forty penalties for this offense. Most often at the rate of two hundred crowns, “said Jan, Chief Commissary of the Police Service of the Regional Police Directorate of the Liberec Region. Preliminary statistics show that pedestrian accidents have been lost in the region this year. This is 19 accidents less than in the same period last year.

In the case of accidents caused by pedestrians, the decline is even more pronounced. This year they could walk in 27 accidents, last year for 49. In sections outside the municipality to which the new law mainly aimed, the number of clashes with pedestrians also dropped. Outside of the village four drivers walked this year last year, seven last years. Tapes of various shapes and colors can be seen in cities where pedestrians would not have. “We have found that pedestrians pay attention to their visibility in the village,” confirmed the spokesperson of the Liberec police Vladimir.

Preventive actions are also helpful

According to her, the preventive and repressive action is also influenced by the decrease in the number of road accidents involving pedestrians. “We focus on the visibility of pedestrians. However, it is unambiguously to say that the decline has occurred because of these activities, it is not possible, “said Spokeswoman. The police organize a series of events focused on the visibility of pedestrians who move on an unlit street beyond the village in the dark, dark, in heavy rain or snow. However, patrols during these events do not only give fines but also reflective tapes.

“Recently we have registered a large number of pedestrians who are properly equipped with reflective elements. At recent events, we usually find only pedestrians who are not out of the village in the prescribed manner, “said Jan Freezer. This is why patrols distribute reflective tapes to pedestrians in municipalities and explain their advantages.

Police officers teach older pedestrians

A similar traffic-prevention action is planned for the first half of December in the region. “We will focus on older pedestrians, for example, at shopping centers. We will also give them shopping bags with reflective elements, “said the spokesman of the Czech police Ivan. “ In cities, people should not be forgotten in the elements. When a car crashes a pedestrian, it hurts the same way in the city as in the village, “the spokesperson said. MF DNES and BESIP recently tested reflective tapes and found that they were very different. Retro reflection, the best of them was the worst 60 times. The test showed that the yellow tapes are better than red.

“Ideal is white and silver, where no color is applied to dampen the reflex,” explained Lukas of the 3M technology company that is engaged in the development and production of reflective materials. The tapes handed out by the police as part of the project “We See” got the mark 1 and in the test, they achieved the second best result.

Scientists will prepare another diode jacket

According to experts, it is best to put the tape on the ankle. “The lights of the car shine from the bottom and illuminate the tape on the ankle before the wrist,” explains Martin, head of BESIP. Even better are LED tapes. Scientists at the department of clothing at the faculty of Textile University of Liberec have long ago developed a jacket that has built-in diodes. The jacket is mainly designed for cyclists who can indicate a change in direction. The flicker diodes on the back can be seen for up to four hundred meters, and pedestrians can wear the jacket.

“There have already been hundreds of pieces sold,” Kodak, a spokesperson for the Technical University in Liberec, said. Massive expansion of the reflective jacket so far hinders the price of around nine thousand crowns. “Our scientists are already preparing the second variant of the model, the price will be reduced to five thousand,” the spokesperson Kodak said.

Walker does not have a chance in a car crash

Taking dark clothing in November with no reflective material and going out on the roadside, on the road, can be a gambling with life. Has the new duty of wearing reflective elements helped reduce the number of pedestrian and car crashes, which usually ends tragically?

“The duty to wear reflective elements on clothing is valid from mid February this year. People seem to be observing and observing the law, “said Martin from the Malta Transport Inspectorate of the Police of the Czech Republic.

He pointed out that, while last year, forty-five accidents were caused by under-lighting for pedestrians, this year’s police have recorded forty cases of vehicle drivers not being able to avoid traffic on time. He reminded everyone of the recent accident that did not go unheeded.

“In the evening, the car driver overlooked a pedestrian who was on the D10 motorway in the section of the reconstructed Bride Bridge and did not wear reflective vests. He was also under the influence of alcohol, “said Martin. According to him, the most risky season is coming in the autumn, the place, and then the crossing behind the roundabout. Pedestrians should pay attention to where and how they are going.

“It is important for the driver to make eye contact, so he registers that you are going to pass,” advised police spokesperson Lucie Novak, saying that reflective tapes should be worn on the part of the body you are facing towards the center of the road.

How to use reflective accessories correctly

A fashion show of reflective accessories was prepared by South Moravian police officers for visitors of Thursday’s event on Moresque. At the event called “Let us see who leads guests,” the organizers have warned of the possibilities people can prevent from accidents. “We want to emphasize the importance of security enhancements. We need to be seen, because we have only one life, “said Petra. A pedestrian and vehicle traffic accident always has tragic consequences.

At the Basil stand, the children tried to identify dangerous situations. They evaluated whether it was good that the children in the picture played on the road. “So they do not have to read the lengthy questions, so they are pictures. We have hidden in them also those who do not usually have problems with children. The parents are worse off when they try to hurry quickly and overlook them, “said Panel, the coordinator of the Basil team.

Basil’s glasses contributed to the program, giving the impression of drug intake or drug overdose. “I was afraid. I heard it was a headache, but it did not seem like I was spinning. I saw the pink color instead of red, but the problem did not do it to me, “wrote Vera from Brno. She was also attracted by reflective material. Like bags and rugs that she would like to buy her grandson.

The most popular reflective elements are by Hands Strip on a hand, cranberries, or various pendants. “The colors are beautifully seen behind the lights. Silver is good again in the evening and in the dark. When the light comes from the car, the pedestrian lights up and attracts the driver’s attention,” Horizon said. Reflective material is visible at two hundred meters, and the driver has a longer reaction time.

The obligation to wear reflex extras outside the village for diminished visibility has a legal obligation. “It would be best to wear them constantly because the pedestrian crossing may be ill-illuminated. The man in dark clothes is so easily overlooked, Horizon added.

The fire brigade arrived in a car-carrying car for traffic accidents and car fires. They have shown the expansion pliers they use when they get rid of an obstacle. The ambulance also attracted attention. People are most interested in how it looks inside. They also asked for revitalization. “There are various myths about it. Many people think that when a straight line on the ECG occurs, the rescuers in safety clothing must immediately defibrillate. They know it from action movies, “remarked rescuer Node. At the same time, the rescuer tried to put things right. “There are only two defibrillating rhythms, and only you can fix them with a shock. So when the line is straight, the rescuers resurrect and the rhythm of the chest massage may occur.

Pedestrians should remember to wear reflective vests

The number of pedestrians hit by cars has increased dramatically. For example, Lithuanian rescuers in safety clothing are talking about an increase in such cases by 700 percent. Crash cars with pedestrians go daily – and Friday was not the exception.

The accident happened on Friday at about half past eight o’clock in the morning at the London Street in Liberec. “My girl suddenly appeared in front of the car and it fell, and I started to brake, so it was not a big shock, but she hit the head and probably got something with her leg,” the driver said.

“The patient suffered moderate injuries, she was conscious and communicated with the crew and was transported to the traumatic center of the Liberec hospital,” said Michael, a regional rescue service spokesperson. Rescue workers in safety vest warn of an increased increase in similar clashes, which usually end very badly. “We got a lot of it, by the way we rode once a week to one thrown pedestrian, and now we go every day,” added Gergiev.

According to experts, most pedestrians in the Czech Republic die from November to February. This is related to reduced visibility and earlier dimming. Critical places are surrounding schools or large corporations where the shift works. “Seventy per cent of pedestrians die at a time when they are poorly seen,” said Roman, a transport expert.

Therefore, pedestrians should remember to wear reflective elements, which are mandatory outside the village, in places where there is no public lighting, reduced visibility, and walking along the edge or the edge of the roadway. For example, in Labem on Friday the police checked the unmarked pedestrian. It turned out wrong. Not every other pedestrian was marked. Still, the cops were lenient; they were talking to sinners and giving them reflective tapes.
