Residents of the Far East want to go to the rally on May 1 in yellow vests

In the Far East, messengers are distributed with invitations to go to the “demonstration of yellow vests” on May 1. The organizers of the action declare that they will gather on the streets of various cities of the Far East in order to “express the distrust of the party in power and local officials.”

The authors and characters of the video offer other residents of the Far Eastern regions to join the May Day demonstration, wearing yellow vests, as participants of the protests that have been going on since November in France do. According to activist Alexei Petrov from Petropavlovsk-Kamchatsky, officials tried to prevent the shares by banning sellers of one of the markets from selling yellow vests.

In Petropavlovsk-Kamchatsky, on May 1, activists also organize an “open microphone” for everyone who wants to comment on the political and economic situation in Russia.

Residents of the Magadan region in the comments under the video also said they would support the action of “yellow vests.” Participants intend to join the already agreed festive procession.

In January, a rally was held in the center of Novosibirsk against raising the retirement age, VAT and gasoline prices, dozens of whose participants came out in yellow vests.

In November 2018, rallies began in France after the announcement of an increase in taxes on fuel. People across the country in protest put on yellow reflective vests, hence the name of the action. The authorities imposed a moratorium on the decision to raise the tax on fuel, but the protests continue under broader economic and political slogans – until the resignation of French President Emmanuel Macron.

The DGT wants to replace the emergency triangles with light signals

Portable hazard warning devices, better known as emergency triangles, are part of the elements that must be carried in the car. This is indicated by the General Vehicle Regulations. The basic function of this accessory is to warn the rest of motorists of the presence of a vehicle stopped on the road due to having suffered a mishap, such as a breakdown or any other emergency.

Although it is an element that seeks to improve road safety, sometimes it can have the opposite effect, because it forces the driver to leave the car to go to place it at the required distance: on two-way roads, you have to put one in front and one behind, at least 50 meters away and so that they are visible at 100 meters; on motorways and dual carriageways you only need one, also 50 meters behind the vehicle, since on these roads the two-way carriageways are separated by median.

Although the driver must put on a reflective vest to be seen when leaving the vehicle in order to avoid abuses, sometimes, this measure is not enough and ends up having a fatal outcome. The deputy director of circulation of the Directorate General of Traffic, Ana Blanco, explained to Europa Press after participating in a round table at the Motortec Automechanika Fair, that in 2018 “more than 20 people died on highways and highways as a result of this type of abuses “. According to official data of Traffic, last year increased from 208 to 303 deaths on highways, of which 20% were pedestrians.

To put an end to the danger for people of having to place the triangles in the road, the DGT plans to replace this fault or accident warning element with light signals that would be placed on the roof of the vehicle, the most visible place of it. The change will not be immediate, but it is expected to arrive in 2025. During this time the triangle would be progressively replaced by another means of light signaling. Currently, the regulation only recommends the use of a luminous device as an optional element.

The normative project would reform the aspects of how the user should behave in case of breakdown or request for help after an accident. If we are forced to stop the vehicle on the road due to a mechanical impact, after activating the warnings, it is important that all occupants leave safely and are in a protected place. We should never walk in the lane of circulation to go to place the triangles. It is necessary to walk by a place that offers us greater security. Once we reach the right distance, we will place the pre-signaling element when the traffic allows it. After that, we will only have to wait for the arrival of the technical assistance service.

Experts and police would welcome reflective elements in the communities

For nearly three years, pedestrians outside the village have to wear reflective vests at reduced visibility. Yet last year, 101 pedestrians died in traffic accidents, of which about a third were in the dark or fog in the village, where they do not have to wear reflective elements. Such a rule applies, for example, in Finland or Slovakia. In the Czech Republic, the Ministry of Transport is not considering it yet, although it would be welcomed by both police and experts.

“The states that introduced reflective elements before us, such as Finland, Estonia or Slovakia, also first introduced reflective elements outside the community. However, the development of traffic accidents clearly convinced them that it would be good to introduce them to municipalities. Around half of the pedestrians die in the dark in our country, in Finland, the measures have led to it being only 30 percent. In this respect, he has the most favorable statistics in the EU,” says Roman Budsky of the Road Safety Team.

Last year, 101 pedestrians died in the Czech Republic, 60 of them in the dark and at low visibility during the day when the rain or fog is raining. Over half of these sixty deaths hit a car in a village where reflective elements are not mandatory. According to Brodsky, they have a sense in these cases and clearly reduce the risk of tragic accidents.

“The reflective element should have a minimum effective dimension, which is basically a reflective tape that is sold or distributed at various traffic safety events. The ideal color is yellow-green, the spectrum on which the human eye is most sensitive. And if a pedestrian so marks, the driver should see him at some 150 to 200 meters. If he is dressed only in black clothes, it is some 20 or 30 meters,” he explains.

Such a measure would be supported by the police. “If this discussion is reopened, the Police of the Czech Republic supports the introduction of reflective supplements in these locations,” says traffic police chief Tomáš Lerch. However, the government’s legislative council cut a similar debate two years ago.

“In preparing the amendment to the Act that came into force in 2016, we discussed where the obligation to wear reflective tapes should be introduced everywhere. We agreed that it should be in a place where there is no pavement and where there is no public lighting. We also discussed whether it should be in the village or outside the village. Finally, it was decided by the lawmaker that this obligation was established outside the municipality,” he recalls.

The change is not going

However, the Ministry does not plan to change the rules. “We are not considering extending the obligation to carry elements in the village at this time. Significant are the riskiest situations that occur when moving a pedestrian outside the village,” says the Ministry of Transport spokeswoman Lenka Rezková.

According to Radiožurnál, the ministry does not want to burden people with another duty, even though it knows that it could help road safety. At least the resort recommends that pedestrians wear reflective elements at low visibility everywhere.

But it is not a binding rule, so nobody can follow it. On the other hand, outside the village in low visibility and at night, a pedestrian without reflective materials can get a fine of up to two thousand. However, accident statistics alone may be a bigger warning. Over the past 10 months, 90 pedestrians have died in traffic accidents. Thirteen more than the same period last year.

There is no reflective tape as reflective tape

The duty to have reflective materials on clothing is in law this February. But there are still many tragic accidents with “invisible” pedestrians. In most cases, pedestrians simply had no reflective elements. But as BESIP pointed out, some reflective tapes that pedestrians buy do not work as well as they should.

The reflective tape is one of the ways to meet the requirements of the new road law for pedestrians who go outside the village in low visibility. However, according to BESIP’s Department of Transport, not all tapes are the same.

They should be right at 200 meters. “There are also cases where the material works only within a distance of 60 to 70 meters,” said Martin, director of BESIP. How well the reflective tape is visible should give a leaflet, respectively marking directly on the tape. The elements that meet the European standard EN 13356 are well visible.

Top on foot

In addition to the tape itself, however, its location also plays a role. It may seem best to place it on your sleeve. But from a security point of view, this is not the case. Car headlights shine to the ground, so the legs are first seen. The reflective strap on the leg is the most effective solution that truly guarantees pedestrian visibility up to 200 meters.

Reflective strips handed over 300,000 to the police and BESIP staff this year. Yet many pedestrians still do not use them. For example, during a traffic safety event last week in the Ústí nad Labem region, police officers controlled 193 pedestrians, 111 of whom were “invisible”.

Your money or Your Life

For the time being, police officers usually need to talk. However, by law, people who do not use reflective elements(like reflective vest or reflective tape) are threatened with a fine of up to two thousand, when they go off the road outside the village.

The rule is not the lawmakers’ will, it responds to the annual tragic accident statistics. Eighteen pedestrians only died on the roads this year in October, which contributed significantly to the particularly high number of road accidents during the month. According to Traffic Lines Director Tomas Lerch, visibility contributed to most car crashes with pedestrians.

Universal outerwear for the fall from Ukrainian designers

In autumn, the weather changes faster than the mood of the girl. Walking the city you can meet a couple in love in knitted sweaters, carefree youth in T-shirts and thoughtful passers-by in jackets. During this period, to find the perfect bow – one of the most difficult tasks.

OBOZREVATEL looked through collections of progressive Ukrainian clothing brands in order to select the options for universal outerwear.

Trench dress – modern classic

Fashionable business style variations have long ceased to be strict. Today, businesswomen can afford the game with textures, styles, and shades. A good base for an autumn look is a trench dress. The main privilege – the ability to combine with golf, sweaters, T-shirts or wear as a full dress, exposing the hands. In this model: the emphasis on the waist and the choice of not flashy color retains femininity and refinement.

Reflective raincoat will tell about individuality

The rhythm of life and the cycle of fashion trends are betting not just on products, but on universal works of art. This way of self-expression and manifestation of individuality attracts new technologies for making things. The main feature of the cloak is the use of reflective fabric, which, when hit by light rays at night, turns into a magical item, retaining the main message “be careful on the roads and protect your life”.

First-grader set

The coming weekend for many parents and their children will mark by going to the shops because traditionally it is on the last weekend of August that a large-scale purchase of goods for school takes place. Moms and dads get school uniforms and shoes, as well as snapping up stationery from the shelves of shops, from whose abundance crammed shelves.

The first-graders collection itself, unlike its cost, has practically not changed over the years. And the first product that should be put in the basket is definitely a satchel or a backpack.

There are a lot of manufacturers on the market, choosing the best of which is not easy. Products which in recent years has grown greatly in quality and design. Meets all the requirements of modern school fashion. All backpacks and backpacks for 1-3 classes made with a rigid frame, soft wide straps, reflective tapes, have many pockets.

Given the intended content (books, notebooks, stationery, possibly interchangeable shoes), you need to choose high-quality satchels, be sure to try it on the child, and also pay attention to some important details:

According to GOST, the empty weight of the pack should not exceed 1 kg. At the same time, the weight of the filled children’s knapsack should not exceed 10 percent of the mass of a first grader;

The width of the portfolio should be approximately equal to the width of the child’s shoulders;

The presence of an orthopedic back repeats the natural curvature of the spine and contributes to the formation of posture;

The top edge of the bag should be at the same height as the shoulders, and the bottom should be at the waist level;

The ideal width of the straps is about four centimeters. By state standards they must be regulated;

A big plus if the backpack is made of waterproof fabric with a plastic bottom.

In addition to the practicality of the bag, it is necessary to pay attention to its design: here the main adviser for parents is their own child. By the way, according to this principle, it is worth choosing and stationery for the child:

let the parent is responsible for functionality and convenience, and the student is responsible for visual appeal.

After all, he will have to use all these riches every day. And, for example, the same bag with the image of your favorite cartoon character will add a couple of points in favor of the love of school.

We also recommend purchasing a pair of stylish reflective pendants or stickers which made of reflective materials along with the bag, as the student will go to school early in the morning, long before the first sun rays appear on the horizon. And the so-called flickers will help make the child more visible on the road or in the yard.

No less important attribute of the school life of the first grader is a pencil case. Here, the rampant fantasy is great, and it is important for parents to warn the child against buying something impractical. For example, a case with compartments will suit the little neat workers, and suppose the “cosmetic bag” is worth taking to those students who are always in a hurry and will not waste time and energy putting each pencil into their division.

It is worth noting that it is better to choose a pencil case with a zipper than with stickies because tearing them away, the child will create noise and distract classmates and the teacher from the educational process.

Mitsubishi sent to hospital a pedestrian-lichen in Voronezh

The man was crossing the road, not on a zebra.

The accident occurred on June 2 at about 1:20 am in the Central District of Voronezh. On Stepan Razin Street, a 30-year-old local resident crossed the roadway in the wrong place. At that time, from the direction of Brusilov, in the direction of Sakko and Vanzetti, a 28-year-old Voronezh traveled along the road to Mitsubishi Lancer.

As a result, an impact occurred. A pedestrian with injuries was taken to the hospital. Now the police are investigating the circumstances of the incident.

The traffic police reminded pedestrians that you need to use clothes with reflective tapes, and even better to cross the road where necessary, and not where it pleases.

12 things that you must keep in your car all winter

We have compiled a list of things that must travel with you in the car throughout the winter.

Winter is often associated with snow, Christmas and mulled wine, but, unfortunately, with the arrival of cold weather and snowfall, there is an even greater risk of car breakdown, the possibility of wallowing in mud or entering a snowdrift. Since this week in the UK is dedicated to road safety, we have compiled a list of things that should always be with you, if there is an incident on the road.

  1. Warning triangle

According to the rules of the road, if you have a broken car, you must install a triangle on the road at a distance of at least 45 meters behind your vehicle on the same side of the road. If you do not have an emergency stop sign, you must use other warning devices. This is necessary to warn other drivers and prevent road incidents.

  1. Spare wheel

Even if you do not know how to change the wheel, the reserve should always be with you. There is always a good driver who will help to do this.

  1. Contact information of the insurance company

In the event of an accident, you should always have the telephone numbers of your insurance company at hand, because, at such times, time plays a decisive role.

  1. Reflective jacket

In winter, it gets dark quite early, so it is very important that other drivers see you while you are trying to fix your car. It is important to wear reflective clothing sew on reflective tapes.

  1. Charging for mobile phone

After a long working day, the phone may be discharged, so you need to take care that the car has a charger, with which you can charge the phone from the battery or cigarette lighter.

  1. Water

Water is needed for drinking if the breakdown takes a lot of time, and it can also be used to replenish fluid in the radiator or windshield compartment.

  1. Bars

This is a small snack. As in the case of water, the bars will be useful if you get stuck in a long traffic jam, a snowdrift or the car breaks down.

  1. Money

You should always keep a small amount in the car in order to hedge yourself if there is no ATM nearby.

  1. Waterproof jacket/windbreaker or raincoat

At this time of the year, rain or snow is the norm, so if the car breaks down and you have to look under the hood, then it is better to throw on waterproof clothing.

  1. Blanket

It will be very appropriate in a situation where in winter you need to wait for a tow truck, as well as passengers will not freeze while you are trying to start the car.

  1. Flashlight

Although most phones have the function of a flashlight, nevertheless, just in case, you need to keep this device in your glove compartment.

  1. Spade

Many drivers underestimate this tool, and in vain, because on a snowy road a shovel may turn out to be anything but a magic wand.

Reflective vest: How is it going abroad

We have not for nothing said that every truck driver has similar reflective clothing in the car. According to statistics, it is professional drivers who carry out long-haul flights, as no one else understands the need to wear clothing with reflective tapes at night when there is a forced stop on the side of the road, or car repairs are required. They encounter similar situations in their work almost daily. If with regard to Russian truckers flying within the country, it is still possible to say that not all of them have reflective clothing, then their colleagues who make flights beyond the Russian borders use it without fail. And for good reason. For example, crossing the Polish border, the Russian driver immediately sees just a huge array of reflective clothing on Polish drivers and pedestrians. Unusual for such illumination, the Russian eye is at first difficult to get used to it. But then everything falls into place. Practically in all countries of the European Union, at the legislative level, there are rules obliging drivers and pedestrians to wear reflective clothing at night outside the settlements. In addition, in European countries, there are impressive, especially by Russian standards, fines for the lack of a reflective vest or jacket. For example, on the Portuguese country roads, you can safely walk in the dark near the car without a vest for 300 euros. If the police recorded a similar offense on a high-speed autobahn, then the amount of the fine doubles and will amount to 600 euros. In neighboring Spain, there is a fixed fine of 140 euros; on Italian roads, the local police can find a hundred euros on Italian roads for lack of reflective clothing. In Switzerland, there is a norm that obliges drivers to not only wear reflective clothing when forced to stop, but also to include a special light signal, which must be issued by a special device placed on the driver’s clothes. For the absence of reflective clothing and a light signal, a penalty equivalent to 200 euros is provided for it. The smallest penalty in Europe for violating the rules for the use of reflective clothing exists, oddly enough, in Germany. It is only 15 euros. But interestingly, almost all German drivers have similar vests or jackets. Probably conscious Germans care about their own safety and the well-being of their passengers. The longest legislative rule for the use of reflective equipment for drivers is in the United Kingdom. Since the mid-80s of the last century, British drivers have to put on reflective gear when they are forced to stop on the road or on the side of the road.

The reflective vest invented in the United States and began to be massively used by American drivers in the late 60s of the last century. At the same time, at the legislative level, a similar rule appeared in the American rules of the road only in the late eighties of the last century. Europeans began to introduce a similar rule for their drivers and pedestrians somewhere in the mid-90s. And only in the CIS countries, it is still possible to walk along the side of the road with impunity or stand near a stopped car without reflective clothing. Therefore, experts say that this innovation in the Russian traffic rules was 10-15 years late. Western drivers very often acquire reflective equipment for their passengers, at least for one of them. They are well aware that the safety of passengers is in their area of responsibility.

European drivers, Americans or Canadians do not have to be afraid of fines. They have a well-developed sense of self-preservation, which tells them that using reflective clothing in the dark on highways simply saves their lives. For Russian drivers and pedestrians, most likely, the main argument for compliance with the norm of the law will be the punishment for its failure. What kind of penalties provided for Russian pedestrians and car owners who do not use reflective clothing on the roads in the dark?

Kuralai Nurkadilova and Baldur Asanova gave an assessment of the new form of police

Kazakh designers spoke about the working draft of a new form of police, reports Tengrinews.kz. Men’s form is presented in several versions: a shirt with short sleeves and pants in dark blue color, autumn and winter jackets. Also included are yellow vests labeled Polisia. In addition, there are winter jackets, pants, safety vests, gloves with reflective stripes. As hats offer caps and hats, on which there is embroidery in the form of the logo of the Ministry of Internal Affairs of Kazakhstan.

The female form is represented in the form of a short-sleeved shirt, trousers, and skirts in blue, a long coat and a long jacket. Caps are also offered.

Well-known designer Kuralai Nurkadilova noted that, in general, she has no complaints about the new form. “They observed the safety of the policeman himself, who works on the roads. There are bright reflective stripes on the uniform. Only here the headgear is wrong – they visually diminish the head. And there are no strong complaints. For our people, the new design looks bright and extraordinary. Perhaps, if this form were presented as it should be, on professional models x, but not on the real police, it would look more beautiful. Still, this is a presentation, and the models are able to present clothes to the audience,” she said.

In turn, designer Baldur Asanova was not impressed by the uniform. According to her, there is no zest. And the color of the form looks faded. “The form should be recognizable as abroad. In addition, uniforms should have local colors. There is a special table. The cleaner the color, the more pleasant the look. And here’s a dirty color. There’s nothing new in the design. The distinctive feature is embroidered ‘Kazakhstan.’ For me, this is not a police uniform, but an office uniform. I did not understand why it was a lemon-colored form. It’s too bright, too funny the police turned out, ” she believes.

MIA RK presented a working draft of the new form. The ministry noted that the main requirements for uniform uniforms are its practicality, attractiveness, convenience, and disposal of unnecessary elements in the design. After the presentation in Kaznet, disputes arose about the correctness of the spelling of the word “police” in the Kazakh Latin script. The linguist Erden Kazhybek commented on these disputes and explained that so far there is no final decision on the correct spelling of the name of the law enforcement agency.
