The French parliament passed an anti-bullying law

The upper house of the French parliament, the Senate passed the anti-bullying bill that resonated.

On March 9, it became known that the 17th action of “yellow vests” in France gathered 28.6 thousand participants. This number was the lowest since the beginning of the movement.

 

In this case, the police reported the detention of 40 people in France as a whole, including 19 in Paris. Most of them are pogroms who have infiltrated the ranks of the protesters.

 

Mass demonstrations of “yellow vests” began in mid-November 2018 because of the authorities’ intention to raise the price of gasoline and diesel fuel. Demonstrators take to the streets in reflective vests, which are an attribute of French drivers.

 

In early December, the authorities met the protesters. They introduced a six-month moratorium on the increase in gasoline and fuel prices. Activists continued to protest, seeking also the resignation of Macron. He called the emergence of movement “a giant collective failure.”

 

 

 

 

Safety vest and reflector make the children more visible

In Hilden, Monday, 37 preschool children were made fit for traffic. Because many people are attracted to dark and they are poorly visible.

 

Only last Friday it happened again – a six-year-old boy was hit on the way to school in Warmers by a car. He walked carelessly on the street and was seen too late by a driver. Luckily, he was only slightly injured. Nevertheless, the police took the case as an opportunity to make the parents of schoolchildren once again to draw attention to the fact that the children should wear brighter and reflective clothing.

 

The purpose is also followed by the series “Glitter in the Dark”, which stopped at the Caritas day care center on Monday. Thirty-seven preschool children between the ages of five and six were playfully prepared for the road – especially in terms of colors and reflectors.

New regulation is intended to enlighten cyclists

The German police union and the CDU want cyclists who wear the reflective clothing. Others reject a rule – and the accident statistics of the police on the lack of lighting surprised.

The critics of a duty emphasize the fact that it makes sense to wear a safety vest as a cyclist. “Safety vests and cycling helmets contribute to self-protection, and that’s why I recommend it,” says Siegfried Brickman, who heads accident research for insurers. “For the dark season warning vests would definitely not be bad,” confirms boss Philipp. SPD transport politician Ole Reins says: “I find a voluntary good.” He does not respond to the CDU demand for a Federal Council initiative. “We also do not equip the pedestrians with safety vests.” This argument does not pull: “Pedestrians are not so fast and less on the road.”

 

The police department states that it is “in the best interests of every cyclist” to be well seen through light and bright, ideally reflective clothing. “While, according to police observations, there are still too many cyclists traveling in the dark without light, the voluntary use of safety vests has already increased significantly without any obligation.” The police recommend both safety vests and helmets.

 

The Greens and the cycling association ADFC reject clothing regulations. International comparisons showed that for safe cycling, it was the traffic climate had to be improved. The German lighting requirement would be sufficient if it were enforced. In Munster, it succeeded to increase the audience rating by controls from 40 per cent in the year 2007 to now 97 per cent. Brickman justifies his demand for compulsory wasting with the fact that cyclists caused at least 54 percent of their 6952 accidents in 2013 as well. However, in a study by the police, the subject of lighting does not even appear on more than one hundred pages – not even in the list of the eight most common causes of accidents, which covers at least 94 percent of the cases. An indication of the problem of poor visibility provides at most the evaluation of the other cyclists accidents caused: There is priority violation in second place. Therefore, good high visibility clothing will be necessary for the drivers. Often this has to do with the fact that others have simply overlooked the cyclists. The discrepancy between the subjectively perceived as extremely reckless lack of lighting and their objectively minor role in the accident explain professionals so that moments of horror and near misses are not recorded.

As the teacher Ewe, the coordinator of the “Reflective school” project, says, the students designed and made reflective pendants in the shape of joined hearts symbolizing parental love. Mandatory reflective vests from September 1

From September 1, every pedestrian walking after dark outside the built-up area will have to wear reflective clothing or a headband.

 

According to statistics, about 1,000 pedestrians and cyclists die in Poland on dark roads every year. From September 1, everyone moving around at dusk along roads in the unconstructed area will have to have visible reflective elements. From the beginning of next month, however, we will be looking closely at pedestrians walking on roads outside the city. At the beginning, we will be instructing those undisciplined, but then punishing the seats – says the deputy head of the traffic department of the Soups command. What are the mandates? The new provision on the need to wear reflective vest is not yet included in the tariff. Until this happens, we will issue fines on general terms, from PLN 50 to PLN 100 – he adds to the poke. However, it is not about the level of seats, but about the safety of pedestrians. Many people note that in the minds of pedestrians and cyclists, especially those of adults, there is no need to wear reflective vest.

 

There is a terrible fashion for black. People rarely ask for reflective vests. Police want to order reflective vests for pedestrians

While the number of dead drivers is falling rapidly, pedestrians are getting more and more. In November, they accounted for more than a third of the victims of accidents. Police officers want the pedestrian rules to be tightened – perhaps to wear reflective clothing. What other changes can be expected on the roads in 2011?

 

Taking a blue coat and going out in the dark over the road to the next village can be likened to a suicide attempt. According to the BESIP study, the driver of a moving car sees you in such an outfit only 18 meters behind you. She has no chance to react. At eighty-kilometer speed, it needs a minimum distance of at least two times. While the number of dead drivers in the Czech Republic has fallen sharply in recent years, there is more and more victims among pedestrians. Every fifth dead on the road is a pedestrian. Nearly two-thirds of them die outside the village.

 

November’s statistics are even scarier. Of the total number of 82 deaths in traffic accidents, there were 33 pedestrians. “This number is one of the last reasons why we will require the introduction of mandatory reflective vest for pedestrians next year, at least outside of the community,” said Leo Trail, head of traffic police.

 

In order for the driver to be able to react in the dark in the black, blue or even red dress in time, he would only have to go for forty. On the other hand, with the reflective elements on the clothes, one can see on the road at 200 meters. Police officers would like to have the obligation to wear reflective vests or elements in the amendment to the Road Act, which is already in the Chamber of Deputies, and the MPs should definitely vote on it at the first meeting in 2011.

 

However, MEPs do not have a common view on the proposal. “I think it would help to reduce the number of accidents on lower class roads,” the deputy chair of the Chamber of Deputies agrees. “I would support everything that brings people to reason, it is absolutely incomprehensible to me that pedestrians are not doing anymore, especially they should think about themselves,” adds Interior Minister Raked John.

 

Most MPs who have addressed MF DNES would focus on massive campaigns. “At every opportunity for pedestrians to recommend reflective elements,” says Finance Minister. “I walked for three miles to a pub in Belching and I wore a flashlight,” he adds. “Certainly, it would be good for people to have such a recommendation, but I can hardly imagine that this would be the duty of the law, how would she force it?” asks the deputy.

Recall that from August 31, 2014, pedestrians are obliged to wear retro-reflective elements in non-built-up areas. People often forget about it. In just two hours of action, the patrol stopped three people. Everyone claimed that they do not wear flares, because they only went out for a moment.

 

I do not have any reflections, because I rarely walk at this time – one of the women, who was stopped by a police patrol, explained. Each of these people was visible only from a few meters away. The reflectors, on the other hand, ensure the visibility of a pedestrian from several dozen meters. The police were merciless and consistently punished pedestrian mandates. Recall that the mandate for the lack of glare is a minimum of 50 zlotys. The cost of the reflection is about 7 zlotys. On Thursday, police officers also handed out safety vests and reflective bands.

 

 

Thanks to educational actions such as “Safe Driving”

McDonald’s Polka for the 7th time has organized a “Safe Driving” educational program for students on the road safely. This year’s edition focuses on promoting visibility and wearing reflective safety vest.

 

– We have over 26 million registered motor vehicles in Poland, of which more than 17 million are passenger cars. The automotive factor is very high. Children and adolescents who go to elementary or middle school will sooner or later become the driver of a passenger car. Education is needed in the spirit of respect for the law. – It is a very good investment in the safety of the youngest and will result in the future of Polish roads will be more secure.

 

McDonald’s has organized an educational program for 8 years. This year’s edition of the program was a response to the continuing problem of traffic accidents involving children and insufficient awareness of wearing reflective.

The “Safe Driving” communication education classes were conducted on the basis of didactic materials prepared by experts and positively evaluated by the Ministry of National Education.

– Interest is very big. This year 30 thousand participants participated in the class. From Torun alone there were 550 participants from 9 schools. So it is very evident that such an initiative is needed, Droids points out.

 

For almost half of the students participating in the lessons, the program ends with a bicycle card exam. Each student who successfully walks through the education process and passes the test will receive a card and a reflective set of secure cyclist.

– For 9 years we have already reached over 110 thousand. Students attending to 3.2 thousand schools and we still receive new applications. The program will continue, because we see a deep sense in this.

 

The police statistics show that only last year there were 2.8 thousand. Road accidents involving children up to the age of 14, 70 children died, over 3,000 children died, suffered injuries. Compared to 2006, the number of accidents involving children fell by nearly half, killed more than 53 percent, and wounded by 46 percent.

 

– Thanks to the program, children will be able to safely participate in crowded cities, both as pedestrians and as cyclists. – Safety is a commodity that must be attractively packaged, hygienist and thus sold to the youngest road users.
