What do these projects mean in regulating cities?

The video and the later criminal denunciation realized by the municipality against put again in debate the question of “rags” in the city. Two initiatives, presented in the Municipal Council, intend to modify the ordinance that regulates the activity since 1981.

One of the projects UNO Santa Fe could have access to was promoted by councilor Sergio, who proposes that the municipality fix a number of qualifying credentials and define the area in which vehicle caregivers can exercise their work.

Clarifies that permits will be granted for space where “vehicle parking is allowed” but not in areas where parking is measured; current prohibition but that is not respected in many places in the city.

The project proposes that the interested parties have a certificate of good conduct and must go through initial training on traffic, public attention and citizen coexistence. Meanwhile, the municipality must publish on its website the list of the names and surnames of the persons authorized. Every vehicle caretaker must use the reflective vest with two reflective tapes and visibly carry the qualifying credential.

The other project that entered the site was presented by Marcela. In line with Basil’s initiative, the editor explained that the mission is to ensure that people who dedicate themselves to this activity are included in the formal labor market in the future.

The councilor recalled that in 2010 there were about 300 people, who wore their badge and hi vis vest. However, the legislator said. “there was no political decision to continue with the registration and to know who is on the street asking for this bonus.”

It is essential that “territorial disputes be resolved by the municipality and not the people”, with its consequences. “That’s why we have so many fights and fights,” he said. Speaking to the station of LT 10, said it is necessary to “assign days, hours and areas” car care. It also asks that they be duly identified so they can be reported in situations of violence or extortion.

As in the Basil project, it proposes that for mass events (Columbus or Union parties) a call be made and that the municipal government, through a lottery, makes a selection, with the particularity of doing so on a rotating basis.

For their part, the ruling party was in favor of giving debate in the Council, to accompany and improve initiatives with the aim of improving the current situation. Also, remember that a rule or ordinance will not solve situations of violence or end crime. “They are extortion, property violence and threats, they are all situations in which the police and prosecutors should act,” said Councilman Carlos Suarez.

“The municipal regulation by itself, will not solve the problem, we will find that within a few months we can have a municipal ordinance that regulates the activity but the problems we mention do not end, we must be clear with the neighbor” , the legislator pointed out.

Application of reflective materials in marine lifesaving equipment

As we all known, reflective materials were first used in road traffic safety facilities, it has become an indispensable security guard for road traffic. Actually, reflective materials also play a significant role in life safety at sea which is mainly reflected in the night search and rescue work, and are widely applied in marine lifesaving equipment. How to attach the reflective tape of the life-saving equipment on board, at IMO Resolution 4.658(16)as specified in the appendix.

  1. Lifeboat

The paste of reflector tape must reach sufficient width and length, with the minimum area of each reflector tape reaching 150 square centimeters and distributed evenly. And it’s required to stick to the side of the lifeboat.

  1. Life buoy

Four rounds of reflective tape must be placed evenly around the lifebuoy. Each reflective strip should be wide enough (about 5cm).

  1. Life jacket

The position of the reflective tape on the life jacket must be helpful to search from all directions such as the surface rescue ship and the air rescue aircraft. The total area of the reflective material should not be less than 400 square centimeters.

For reversible lifejackets, the requirements for the paste must be on either side, and the total area of the reflective belt should not be less than 400 square centimeters. In addition, reflective tape as much as possible pastes on the top of the lifejacket.

  1. Immersion suits

Paste requirements for immersion suits are the same as the life jacket.

Besides, for immersion suits that do not automatically make the wearer face upward, a reflective tape with a total area of no less than 100 square centimeters shall be applied to the back.

To sum up, the application of reflective tape to life-saving equipment at sea is explicitly specified and there is a detailed paste requirement, as it does help in the rescue work for the drowning person and improve the protection of human life at sea.

Trial sitting in police car

“I could imagine becoming a police officer later on”. That said a boy who visited the police station as part of the holiday program.

Not only children from the margrave city but also from Maul burg were invited this year. The crowd was correspondingly large – around 50 children stormed the precinct.

Its head Christophe Dummy welcomed the cheerful crowd in the yard. “My colleagues will show you what we have to do,” he promised.

Fingerprints

Police officers Britta Schroeder, Marion Schlesinger, Matthias Flocks and Matthias even put on a special shift for the few visitors, because normally they would have been off duty that day. But there was also an extra job from the boss.

After the police had introduced themselves briefly, they led the children in groups through the police station and in the yard to the emergency vehicles. At all stations of the tour, relaxed question-and-answer sessions developed, in which it became clear that the children did bring with them some prior knowledge, but also some illusions about everyday police life.

For example, that a district has to do with murder and manslaughter every day. Much more often it is really about harmless offenses that can often enlighten the officials.

A large part of everyday work is taken up by road traffic and road safety. The children learned. During the tour, of course, they were also allowed to take a look into the cell in the cellar.

The officers also showed them the technical equipment of the guard, the equipment and the uniform including pistol, handcuffs, baton and safety vest. In addition, the children were allowed to take fingerprints and be photographed by the Forensics Service. The digital image, however, was not in the wanted file, but to commemorate the entertaining day at the police.

Of course, the law enforcement officers also had the children who wears safety clothing with reflective tapes sit in the police cars and briefly pressed the siren so that everyone felt like a little policeman.

The officials also answered questions, especially from older children, about training a police officer.

Remove inhibition thresholds

Police Superintendent Britta Schroeder said that the children’s holiday action was also about introducing the police and reducing the fear of scaring. The police quartet succeeded in doing so not only with the child-friendly guide through the area, but also with the final barbecue party.

Duisburg fire department gets new service clothes

The city is investing two million Euros in the new firefighter’s uniform. The outfit is lighter and better equipped.

It is sand-colored, around 500 grams, and thus noticeably lighter than its predecessor and it is even better equipped: The fire department Duisburg has presented their new safety clothing. The approximately 1000 forces of the professional fire brigade and the volunteer fire department are to be dressed in the coming months gradually with it. In the end, the city will have paid around two million Euros for the complete exchange. But this is a worthwhile investment, said fire brigade chief Oliver Titman: “This latest generation of protective clothing takes us far ahead.”

Art mist swells out of the access area to the fire station in Alt-Holmberg. This fashion show ambience is desired. Because out of the smoke five firefighters enter the open air. Four of them introduce their new safety gear to visitors, including OB Siren Link. Michael, Head of Technical Services and Logistics at the Fire Brigade, introduces the differences between precursor and successor model point by point.

The color change from dark blue to sand-ocher first becomes apparent. “The lighter reflective tape ensures better visibility of colleagues in action,” explains Michael. In addition, the jacket has a sewn-on rescue handle, on which a college can be pulled away from a dangerous spot in case of injury”, describes the equipment expert.

The new reflective jacket is significantly shorter than the original outfit that has been used over the past 20 years. “It is much more comfortable to wear,” Makita describes her impressions. She has been with the volunteer fire department for two years, is currently undergoing training as a professional firefighter and belongs to those who show visitors the new clothing.

Like all of her colleagues, Makita also had to go to a fitting in order to adopt the new wardrobe to the respective body measurements. With two of these uniforms, every firefighter force in Duisburg should be equipped at the end. Per copy about 900 Euros are due, says Michael. “So the new one is not more expensive than the old equipment.” After the Europe-wide invitation to tender, the offers were examined in more detail by five manufacturers. “We tested everything thoroughly,” emphasizes fire brigade chief Titman. Ultimately, the Swiss company was awarded the contract.

Thanks to a sewn-in chip, clothes of Christophe and Sebastian (both 33) are now personalized. The two twins from Oberhausen have been working for ten or nine years with the local fire department. Her first impression of wearing is also positive.

Wear the reflective vest- be seen!

From a distance of 140 meters instead of 25 meters, a child is seen in the dark when wearing the bright yellow safety vest. As a result, it is much better protected against accidents in road traffic.

And because they cannot yet assess danger as well as the larger students, the 71 new students at the Park School got the gaudy West of the ADAC Foundation “Yellow Angel” again this year.

The fourth graders (4b), with their class teacher Christa Schreyer and Ralf Salish (traffic educator of the PI 6), wooed convincing slogans to really attract the vest. The 4b convincingly explained the first years – first in the form of a “poem” – the benefits of the protective vest with its wide, orange reflective tapes and lighting effect of the neon yellow color. Enthusiastically, big ones distributed by the vest to the proud little ones and helped them get dressed.

And that should consider the motorists:

First graders are perceived by other road users late or not at all. Due to insufficient overview, children cannot sufficiently recognize and assess many dangerous situations.

Because children are not yet able to localize the sounds of their environment well, they are also disadvantaged in traffic. Children cannot react so fast. Therefore, they often lack the necessary time to stop or dodge in risky situations. So it is important to wear vest with reflective materials.

Reflective materials become an integral part of outdoor sports

With the rapid development of society and economy, people’s living standards are getting higher and higher. Food and clothing are no longer a problem that people are worried about. More and more people begin to participate in outdoor activities, such as tourism, mountaineering, rock climbing and so on. Then, along with the outdoor equipment has also been more and more popular, such as reflective vests.

Outdoor sports are a group of collective events held on a natural site, so In outdoor sports, most of them are adventure oriented, challenging and stimulating, embracing themselves and challenging themselves. Most of the people who participate in outdoor sports will choose a suitable outdoor sport equipment to protect themselves.

Most outdoor equipment will have reflective material, reflective tape is a very common security device. It can reflect the light at night and play a warning role to passers-by and drivers. The emergence of reflective clothing adds safety to outdoor sports.

Common bugs for cyclists

Riding without a helmet and a reflective vest, a shopping bag on the handlebars, heavy cost conveyance, revaluation of power, alcohol, but also riding on pavements and crossings. These are the most common bugs for cyclists.

Riding without a helmet is a serious matter. “The risk of death after falling without a helmet on the head is nineteen times bigger,” warns Mire.

If you go shopping on a bicycle, then it is in his words in place to have a bicycle carrier with a basket. “The transfer of gardening equipment or harvesting of the garden can lead to a loss of balance,” he warns.

Especially for seniors, he recommends carrying a cell phone with him to call for help if necessary. He thinks of driving on pavements and crossings for a big disaster. “But it is only children up to ten years old,” explains Mire Poach.

A separate chapter is alcohol. “Zero tolerance applies throughout the Czech Republic, which also applies to cyclists. At present, some senators want to break this tolerance, they want to allow 0.5 per mile, “he said.

Mire commends that more people wear helmets and safety clothing. “The percentage of cyclists used by the helmet and safety clothing is steadily increasing, especially among parents who travel with their children,” he said.

But what’s the next thing a cyclist should have on his bike? According to Mire Poach, there are two independent brakes, orange, white and red reflectors, reduced visibility and lighting. “I also recommend to give bicycle reflective ribbons, reflective tapes to wires or wires to improve their safety. Reflective clothing, the vest is the best, “he said.

Co-coordinator Mire Poach has also cited frequent reasons for cyclist accidents: it may be inattentiveness, rethinking his abilities, or failing to comply with road traffic rules. But it can also be non-management. “For example, drinking, consuming food, handling light,” he warns.

Another reason for the accident may be the lack of priority. “The cyclist must realize that he is on a slower pace than when driving by car. It takes more time to cross the junction. “he explained.

It also highlights the need for wheel lighting. “The unlit traffic cyclist is visible at the last minute,” he said. You also need to watch cars. “One of the causes of accidents is also the impact on the door when the car driver opens the door while the bicycle passes by,” he said.

Bicycle accident statistics are sad: as Mire Poach said, in 2017 44 cyclists died of accidents, of which 37 was without a helmet. Four out of ten people were 65 years old. The worst year in terms of cyclist accidents was 1995, when 146 people died, the least accidents were in 2016 – at that time it was 39.

A man armed with a knife threatened to commit suicide

An incident at the City Hall of Bucharest. A man armed with a knife threatened to commit suicide. Police officers (who wore safety clothing)intervened on Wednesday in front of Capital City Hall for a man who, with a knife in his heart, threatened to kill himself.

The man was dressed in a reflective vest that he wrote “STAT NAZYST” and drew more swastikas. Also, at one point he took the knife to his heart and threatened to stab himself.

The cops (who wore reflective clothing with reflective tapes)finally locked up the man and led him to the station. For now, it is unclear why the man has done so.

During this incident, which lasted for several minutes, and after which there were no injured people, the traffic was blocked on Queen Elizabeth Boulevard. During this time, a session of the General Council of Bucharest took place in the mayor’s office.

Trade Inspection the clothing and flares

Trade Inspection inspected clothing for warning, reflective accessories and hearing protection.Reflective materials are becoming more and more popular. It is influenced by the increase of our awareness, but also by numerous educational campaigns.

Recall from August 31, 2014, reflective elements must be used by all pedestrians moving along the road after dark outside the built-up area, and not only children and young people up to the age of 15, as it was before. There are many reflections on the market. However, not all of them, as it turns out, provide total security.

Trade Inspection has decided to take a closer look at such reflective accessories. The audit took place in the second quarter of 2017 in nine provinces. Inspectors checked mainly wholesalers and stores. They looked at 53 products and questioned 16 of them (30.2 percent). Grounds? Even the negative results of laboratory tests, errors in the instructions for use and the lack of a declaration of conformity confirming the manufacturer’s conformity assessment procedure.

The vests were dangerous, they were not visible enough

Every second warning vest tested in the laboratory had a low luminance factor. What does it mean? Lack of adequate visibility of the user, which poses a threat to his health and life when he moves to the outside.

So how to choose reflective vests?

As advised by Outkick experts, let’s watch out for gadgets. Companies often give out accessories that look like reflections. It is not known, however, whether they have appropriate properties, because they have undergone a conformity assessment procedure. Confirmation that they meet the requirements is the CE mark, placed directly on the reflector or the attached label. The instructions for use must be written in Polish. We should learn from it, even under what conditions, do not use it and store it so that it does not lose its properties.

Warning. Wear a reflector so that the headlights of the car illuminate. The lower, the better. Thanks to this, the driver will notice you in advance. Do not cover the back with a scarf or bag. Fix reflective elements on the side of the vehicle movement. Check the condition of the reflectors. If sewn on the clothing or backpack with reflective tape, replace it. If water got into the reflection, buy a new one because the old one lost its properties due to the moisture.

The tape does not help you

The best for your safety would be if the reflective elements were copying your front and back outline. But who would want to go out of the pub or evening out in a reflective vest

“We place the reflective tape in the direction of the road, the right side of the body, on the ankle or on the wrist,” explains Martin Farad.

However, if only one tape is available, it is better to place it on your ankle. “The light of the car shine from the bottom and illuminate the tape on the ankle before the wrist,” notes the head of the BESIP. If you have a reflex tape attached to your wrist, be careful not to cover it with your sleeve.

If you feel as good as a reflective tape like a lighted mobile phone, remember that not only do you fail to comply with the statutory duty, but you risk the phone will run out and the driver will not see you.

Conversely, if you would like to underline the effect of reflection, you can shine with fluorescent colors in the shade or rain. It does not provide the reflection of the light, but it will prolong the distance the driver sees you.

Every extra meter decides

It would seem like a cumbersome recalculation of every inch. It is a necessary malignancy. Every additional meter available to the driver to brake or safely avoiding is calculated on the unlit road.

So, know that a pedestrian with visible reflective safety vests will record the driver at a distance of 200 meters. At 65 kilometers per hour, he has enough time to figure out the potential danger, decides what to do, maneuver, and comfortably completes.

In dark clothing, the distance you see on the side is shrunk to just 18 meters. At the same speed, the car is blinking in one second. “The driver has virtually no chance to react to the pedestrian and avoid him safely,” emphasizes Martin Farrar.

And we still talk about speed that only a few people get outside the village. At a speed of 90 kilometers per hour, a chauffeur needs a safe walking distance of at least 90 meters, and even in the white cloth that is the best reflex after that, you can only see it at a distance of 55 meters.
