Forget the reflective elements, the driver cannot see them

Compared to last year, twice as many pedestrians died in traffic accidents this January. Tragic is also February. The last such an accident was the crash on the national road near Pesky Brood, where the married couple died. The accident happened at night, and no pedestrian had any reflective elements or reflective vests.

Reflective materials have been mandatory for two years when walking outside the village, but this year the effect of this rule is not very noticeable. While in 2015 and 2016, when reflective materials were not mandatory (mandatory from 20 February 2016), eleven pedestrians died in January, last year the number of casualties dropped to eight. This year, however, it brought a tragic figure: Fourteen pedestrians died in traffic accidents.

There were also considerably more crashes with pedestrian vehicles that did not end with death. Police statistics are 357, which is 65 (22 percent) more than last January.

The truth is that in January the total number of accidents and also death on the roads increased significantly when 40 people died compared to last year’s 30th. It was the most tragic January since 2014, but the number of pedestrians killed contributed significantly to the overall increase. If the total number of victims increased by ten, between the pedestrians the victim was six. In addition, the black series continues in February.

Worst January in six years

Total statistics of January accidents show worsening not only compared to 2017 but also many previous ones, no pedestrian had any reflective elements or reflective safety vests. The same number of people as this year (40) died in accidents in 2014, the higher the number of death last January in 2012 (46). However, we cannot forget that this year’s weather was considerably more benign than last year or before last year, when the snow had been snowing for quite a while.

A great move to a small village. Reflective School

The autumn-winter period is the time when the safety of pedestrians increases. These people often move on unlit roads, where there are not always placed for this group of traffic participants. Children who are often unconscious of danger are bound to be in danger, trusting an adult driver.

From September 2014, the entry into force of the amended Road Traffic Act came into force, according to which it is the duty of every pedestrian to have reflective clothing, an element of clothing that will clearly mark its presence on the road after dusk and outside built-up areas.

The Ministry of National Education recently, as one of its priorities, has designated the safety of children on many levels. One of them is road safety. In accomplishing this goal, the Primary School in Probe, represented by the Director Renate together with local authorities, entrepreneurs and parents, initiated a number of events, joining the nationwide educational and preventive campaign under the slogan “Reflective School”. This action is cyclical and lasts for three years in a row. Interest is growing from year to year, and the power of transmission is gaining momentum.

The “Reflective School” educates from September to the end of October, noting that the pedestrian, which moves on a dark road without reflections, is practically invisible. The driver is able to notice such a person only from a distance of 20-30 meters. However, if the pedestrian has reflective materials, the driver can already see it at more than 150 m. Such a reflective element, improving the pedestrian’s visibility, often saves lives.

As part of the action, acting to improve security in the municipality of Algeria, Primary School in Probe Begot organized a number of events this year, which, through play, educated both the youngest and adults. In Probe begot, this is a particularly important issue to move because of the busy and dangerous road no. 780 running through the village. The driver sees a pedestrian at night who is not wearing reflective clothing from a distance of about 30-40 meters. This is often too little to react in time. When the pedestrian is wearing reflections, he may notice such a man even from 150 meters.

– This gives the driver a chance to slow down and safely bypass the pedestrian or cyclist – adds Pieter Bob. In order to fulfill his role, the reflective tapes should be placed on clothing, at the height of the knees, hands, around the center of the chest or back. – Carrying them is nothing shameful – says Charles Brandies.

On Friday (27 April), the policemen from the road route appeared on the streets. Shovels passing on two-wheelers received reflective vests, and kids additionally shone their wristbands.

The aim of the activities is the improvement of safety on the roads of unprotected road users by increasing their visibility. The vest’s founder was the Municipal Office. Safety clothing vests were made by the head of the Road Traffic Department – poke.

Pedestrians and cyclists are called unprotected participants of the movement. As a consequence, it also means that accidents involving pedestrians and cyclists usually end tragically. They do not have much chance against cars. Unfortunately, it often happens that they do not care about their own safety, but rather is the perpetrators of accidents.

It should be borne in mind, however, that the reflective vest does not release from the obligation of proper lighting and bicycle equipment. The long May weekend favors the organization of family cycling trips, so it is worth going to take care of safe travel.

Reflective vest secures the way to school

“I have a wonderful job, she brings me a lot of nice contacts, and besides, she makes very sense,” Iris Maas speaks of her student pilot age in the Alps. Every Wednesday and Thursday morning, she is at the street with wearing a reflective vest – intersection from 7.30 am to 8 pm and guides the primary school students safely across the street. On the other three days, two more volunteers are on duty. Since October 2016, she does this volunteer service, but in March, she works again and therefore has to give up this commitment. She has been desperately looking for a successor since Christmas – so far without success.

 

“I know that many mothers work and therefore does not report, but I think of a senior citizen who does not need to work anymore,” she explains. In addition, she makes it equally tasty: “It’s not just obligation, you get so much back from the children. They are friendly, they talk to them, they give their trust, and I can help them too. That is a nice feeling! “Yes, sometimes it’s about more than just looking for the traffic gap to bring the children safely over and motivate motorists to stop. You also have to settle some quarrels between the children, who maybe got up first with their left foot. Alternatively, encourage to go to school at all, when a child tells of his difficulties with a teacher.

 

“There was a great deal of excitement when two girls discovered a free-range chicken at the ice cream parlor. They wanted to save it so that it would not be run over by the car. They were only able to calm down when a father and I reached someone at the public registry office of the community who took care of the lost animal, “says Iris Maas, describing special events connecting school pilot and children.

 

The main task, of course, is that of the “traffic helper,” as it is officially read on the reflective vest with the reflective stripes. Iris Maas is also recognizable in the twilight (in winter in the dark) by the drivers – often in contrast to the children, who are dressed dark. It is not allowed to intervene in traffic. “It sometimes itches in my fingers, when I see how the old people are struggling to get over the lime tree avenue. Because here there is often a lot of traffic in the morning, the working people are on the road and trucks bring the delivery to the shops. This is often very confusing for pedestrians and they do not dare to cross the street,” is the observation of Iris Maas.

 

Elementary school principal Ulla Lederman in safety clothing confirms: “The corner is mean in the morning. I would also be more comfortable, if someone would find who takes over the pupil pilot service of Mrs. Maas from March. This week, the parents will receive a letter in which this appeal will be published again. “

Safety vests for cycling training

The road safety advisors of the county police authority Unna carry out the cycle driving education with all fourth classes of the elementary schools in the circle Unna. When a group of children is already on the 1/3 of the width of the road, the VW Golf goes by the road, whose driver does not stop and does not give way to the pedestrians on the lanes. If it was not for the babysitter to intervene, the children from the first pair could be under the wheels of the car.

 

Because the incident was very shocking, all patrols of traffic and prevention near the ill-fated passage were immediately informed about the received application and film. Shortly thereafter, one of the patrols reported to the dispatcher that he had stopped the vehicle visible on the film for inspection.

 

As it turned out, a 68-year-old resident of the Bolesławiec podia managed the Golf. The woman confirmed that she was at the wheel when the children passed through the reflective belts.

 

The driver was arrested to drive vehicles and an application for punishment was made to the court. He will decide on the fine and the fact that the woman should stop her driving license.

Reflective vest is not only for children

On roads outside built-up areas after dark, you will need to wear reflective vests. Until now, this obligation concerned children up to the age of 15, now they are to be worn by all pedestrians. Police in the first weeks will only inform and admonish, but then they can punish us with a fine of up to PLN 500.

 

The amendment to the Act introduces an obligation according to which a pedestrian traveling along the road after dark outside the built-up area is obliged to use reflective material in a visible way for other road users, unless it moves on a road intended only for pedestrians or on the sidewalk. According to police, the new duty is to improve the safety of pedestrians. In the fall, they are very often the victims of accidents.

 

If the driver notices the pedestrian earlier, he is able to react faster. Driving at 80 km / h, he sees a pedestrian dressed in dark from a distance of 30-40 meters. Already one reflective material makes the pedestrian visible from a distance of 120-160 meters.

 

We are satisfied with this turn of events. This provision is to improve the safety of pedestrians and drivers – says communist Marvin from the Zibeline police. – At the beginning, for these few weeks, we will not punish fines. All you need is information or a reminder, as it was when the obligation to drive with the lights on was made throughout the day. Then, however, you can expect to be punished with the mandate – he adds. From September 1, police officers using the beginning of education will visit schools and remind about a new duty.

 

The legislator does not impose what the obligatory reflective element should look like. Most importantly, it would fulfill its function and be visible. Reflective elements may include attachments for clothing, headbands, vests, and leashes. It is important to place them: the reflectors are recommended to be placed at the level of knees, hands, around the center of the chest and back – then we will be sure that they are clearly visible to other road users.

 

Reflective clothing are widely available in stores and at gas stations. Their purchase is an expense of only a few zlotys. The use of glare does not require any special effort or huge financial expenses. It can save the life or health of both the pedestrian and the driver – informs the Police Information Service.

Motorcyclists must wear a reflective vest in France

In France, a country that is particularly keen on implementing all safety regulations, a new law will come into force on January 1, according to which every motorcyclist will have to carry his (important: carry with him) a reflective vest. The penalty for non-possession can range from 11 to 100 Euro if the motorcyclist was involved in an accident and did not have such a vest with him. Interestingly, the law does not prescribe to ride in such a vest, but only to have it with you. Does this have nothing to do with security, but only with the enforcement of the EU directive?

 

Another interesting fact: Putting a reflective vest with you will be acceptable, but all other reflective elements – no. Therefore, if, for example, you will have a jacket in a Yellow Fluorescent, while you are in control, but the lack of a hi vis vest in the glove compartment will give you a ticket. The rules apply not only to the French, but also to all motorcyclists. The recipe is already in force in France as far as drivers are concerned, but as of January 1, 2016, it will also include drivers of two-wheelers.
