Is there a fine by putting yellow vest on the front of car?

To show their support for the 17 November protest movement, some motorists are putting a safety vest which made of reflective fabric on the dashboard of their car.

Some netizens are worried about this gesture sanctioned with a fine ranging from 90 to 150 euro.

But it is an index, emanating either from a hoax on the Word Press site or from an unfounded rumor, as confirmed by the 20 Minutes Road Safety.

With the approach of November 17, when French people dissatisfied with rising fuel prices plan to “block roads” in France, netizens are worried about potential repressions against a symbolic object of the movement.

The safety vest is indeed used by some motorists as a sign of rallying … in accordance with calls made to this effect on social networks, including the Facebook page “Info Routes Haut-Doubs 25”, from October 29: “To show your discontent, you can place a vest at the front of your vehicle on the dashboard. ”

However, according to a viral rumor on social networks, such a gesture would expose to a fine ranging between 90 and 150 euro, for reasons more or less likely … including an alleged “apology of terrorism”, actually emanating from a parodic article.

The reading of the original text  is enough to arouse suspicion: “Jovian has just been surprised this afternoon by a police patrol who pitched him for an appeal for revolt and apology for terrorism. Indeed, since the state of emergency measures incorporated in the law…placing a vest on its dashboard can be likened to an apology for terrorism. “The movement of yellow vests is technically a call for violence and terror at the top of the state,” the article concludes.

“The info” is all the less credible because it comes from the parody site Word press, which specializes in the publication of satirical content with often dark humor – and obviously determined to make fun of the “movement of yellow vests”, since he integrates these with the photos of his last articles.

Contacted by 20 Minutes, Road Safety confirms that it is indeed an index and recalls the provisions of Article R416-19 of the Highway Code, relating to the triangle and the safety vest. “The driver shall wear a high-visibility vest complying with the regulations when he is required to leave a vehicle immobilized on the roadway or its surroundings following an emergency stop. In circulation, the driver must have this vest at hand, “says the text.

No verbalization … “except in case of the hindrance to visibility”

Road Safety also recalls that it is precisely the absence of a vest or its non-use in this context that exposes a financial penalty: “The driver who does not comply with these rules is liable to the fine provided for the contraventions 4th class (135 euro). ”

The other rumor circulating on the yellow vest already seems more likely than “the apology of terrorism”: “Attention! They verbalize the cars with the yellow vest on the dashboard driver side, 90 to 135 euro, it continues… Put them on the passenger side. ”

But this is also a poison, denied on November 2 by the Facebook page of the Gendarmerie: “You will not be verbalized if you put the yellow safety vest on your dashboard, except in case of the hindrance to visibility. “This defined, in this case, as” the affixing of non-transparent objects on the windows” indeed exposes the motorist to a fine of 45 euro.

The ABC shooters are coming

On 11 September, 8,630 first graders in Upper Franconia set off for the first time on their way to school. Many people make sure that nothing happens to them.

At the beginning of school, Sparkasse equips all first-graders with neon yellow, reflective vests. So that no child, no matter what age, on the way to school something happens, committed each year many people volunteer as a school mate. But the police and the traffic control Fichtelgebirge are worried: In the school year 2017/2018 were about 100 school helpers less (740) than in the school year before (830) on the streets of Upper Franconia to help the little ones in dangerous places on the road.

How fast something can happen was shown last year. Two children were injured on their way to school, reports Wolfgang, responsible for traffic of the police inspection Wunsiedel. A 13-year-old middle school student and an eleven-year-old student were overlooked by motorists. In the school year before, three accidents involving slightly injured children occurred in Wunsiedel. In Bavaria, four schoolchildren have already died in 2018.

This means: The police and traffic surveillance work do not end with the first graders. Even students who are already attending the secondary school are not protected against accidents. “In 69 percent of school-time accidents in Bavaria from January to March 2018, the students were between eleven and 14 years old,” says Hubert of the Bavarian State Ministry of the Interior. “The paths are usually on, the school days longer, the children are tired and careless,” said the first police chief commissioner possible reasons for the quota.

Therefore parents should definitely use the last days of their holidays to choose the safest way to school: “Often a small detour is worthwhile if traffic light or routes managed by school students can be used,” says Hubert. On most homepages of schools, there are school maps and the police or the traffic guard help parents to find the best way. “The shortest way is not always the safest.”

Parents should also train the way to school before the beginning of the school year with their children. “Preferably at the same time the child is on the road every day,” advises Hubert. In dangerous places, they should have their protégés suggest solutions and behaviors, and make sure that the child always stops at the curb and seeks eye contact with drivers before crossing the street. Being a good role model is still the biggest learning experience.

It is also important to send the little ones in time for school and choose the clothes so that they are well seen especially in the dark winter months. “After a week or two, unfortunately, you hardly ever see a child wearing a high visibility vest with reflective materials, and you want to wear it every day,” says Hubert.

The elementary school made a small competition in the past school year, reports Vice-President Silke. “The first class to wear their light trapezoids the longest should get a reward.” In the end everybody would have gone so well that each child got a little something.

Again and again, the schools and the police point to the problems with parent taxis. The cars park in the second and third row to let the children get off. Students scurry between the cars and are endangered.

Children should only come to school by bicycle after they have passed the fourth grade bicycle test. The same applies to scooters and inline skates. “Even if a child drives well, it makes a difference, whether it is on dirt roads and meadows or in traffic,” warns the second mayor of the city, Horst scourge.

Girls and boys react spontaneously, have a limited field of vision and often do not know the traffic rules. And Hubert emphasizes: Many children would not know at this age, for example, a blind spot. “But a blind spot does not forgive ignorance.”

It’s not just children who have the right to play on the road for holidays! Here is a game for the big ones, with some questions-trap…

1st question: in case of failure on the emergency stop band of a motorway is you obliged to signal your vehicle by a triangle?

Be aware that if you are required to operate the hazard warning flashers and wear a high visibility vest, before placing yourself behind the guardrail, you are not required to deploy your triangle if your vehicle is stopped. On the emergency stops strip and does not encroach on the roadway. Answer No, therefore.

2nd question: your car has 5 seats, should you have 5 reflective vests on board?

Once again… No! Only the driver is subject to this obligation under penalty of a fine of 11 Euros in case of no show and 135 € in case of non-use in the context of an emergency. A vest with reflective material that must be within reach of the driver. That being said. Common sense dictates that it may be better to have all occupants for their safety. It’s really not the most expensive item…

3rd question: is there a minimum speed of respect on the motorway?

Response to several “drawers”… When traffic is flowing and weather conditions permit, you should know that drivers driving on the left-most lane of the highway cannot drive at a speed below 80km / h. On the other tracks, no minimum speed but a simple principle, no driver should interfere with the progression of other vehicles to the extent that they respect the speed limits imposed on that place under penalty, in all cases, a fine of 35 €.

4th question: this concerns all those who, thinking to limit the risk of losing or being stolen their papers, prefer to travel with copies of their registration or driving license. Is it legal?

You should know that you have the obligation to submit, in case of control of the police, the original documents on pain of a fine of € 11 per missing document and a second fine of € 135 in case of no presentation in a police station or gendarmerie within five days. The only exception is for rental vehicles where the contract can act as a registration certificate.

The 5th and last question: I go on vacation with friends that I take in my vehicle… If one of them does not wear the belt, which is verbalized?

If this passenger is over 18, then it is he who will be verbalized and will have to pay the fine of 135 € (fine may be reduced to 90 €) without loss of points for the driver. On the other hand, if the offending passenger is under 18 years old and is badly or not at all attached, it is the driver in this case who will have to pay the fine of 135 € (which can be reduced to 90) but without loss of point.

These are some of the 10 questions that ACA has chosen. A questionnaire that you can find in its entirety in the press area of the National Automobile Club.

PPE connected to improve construction site safety

Reflective vest equipped with sensors, glass with integrated camera, relocated safety shoes… Industrialists work together to develop a set of connected equipment to improve the safety of operators and the ergonomics of working in the field. Zoom.

The Ideas Laboratory partners in Grenoble, including Bourges Construction, Suez, Air Liquid and CEA’s technical research department, have jointly designed the various elements of a connected work wear(especially sewn-in reflective fabric), designed for operators on construction sites. It includes a “connected sleeve” (which looks like the PIP-Boy video game Fallout), a kind of individual terminal worn on the forearm that guides and information workers in real time in the field. Compatible with wearing gloves, it ensures communication and optimizes the efficiency of workers, whatever the weather conditions. According to its designers, it “will thus improve working conditions”, whether it is an industrial production site, a construction site, or a waste treatment unit. It has already been the subject of a conclusive pilot phase and it is already planned that a gradual deployment will be carried out in several regions of France.

Other equipment should be developed, including a high visibility vest equipped with sensors to analyze the quality of the air breathed by the operator and equipped with LEDs displaying the dangers, protective glasses incorporating a camera in the manner of Google Glass as well as warning pictograms on the periphery of the field of vision, or relocated boots to better identify themselves on a site under construction. Partners need to work in a collaborative mode, capitalize “on their knowledge and expertise of the industry sector” and rely on new technologies, including “robotic”, this emerging branch of robotics that aims to assist humans. The connected EPI project is part of the company’s prevention plan aimed at improving safety, but also in the very evolution of business lines with the increasing contribution of digital technology. The worker of the future will be increased.

The yellow vest is soon obligatory for delivery men!

Like motorists, drivers of a two- or three-wheeled motor vehicle will be required to wear a high visibility vest when traveling.

As of January 1, 2016, all drivers of a motor vehicle with two or three wheels (motorcycle, scooter …) or a motor quadricycle not bodied must have a high visibility vest commonly known as “yellow vest “. Professionals who use these means of locomotion in the course of their work (couriers, delivery men …) are no exception to the rule. Indeed, they must have this vest on them or in a storage of their vehicle (net, trunk …). In addition, they must wear it before leaving their vehicle in case of immobilization on the roadway or its surroundings following an emergency stop.

And be careful, the driver who does not respect these new obligations may be penalized. The non-possession of the reflective clothing will be liable to a fine of € 11 (up to € 38) while forgetting to wear the safety vest when getting off the vehicle following a stop emergency will be sanctioned by a fine of 135 € (up to 750 €).

However, by exception, the police court may decide to charge the employer the payment of fines. In fact, given the circumstances and working conditions of the driver (the pressure exerted by the employer to shorten delivery times, for example), the fine may be paid, in whole or in part, by the employer. even if he was summoned to the hearing. Be careful therefore to provide your motorcycle two-wheelers with a safety vest from next year!

The best Reflective school in Lesser Poland

Primary students can be proud of themselves. They not only know how to safely navigate after dark, to be visible on the road with the high visibility vest, but also to win the title of the best “Reflective School” in the entire province.

We are pleased with the victory in the competition and at the same time, we are proud that we have made a brick to improve the safety on the way to and from school – says Megara from the University. Students from September to December under the supervision of police officers learned the rules of safety on the road. They received reflective vests and bands to be even more visible after dark. They took part in the art competition and the safety tournament.

One of the most spectacular actions of the primary school was the march through the most frequented streets. The group was in a colorful procession, carrying banners with slogans encouraging wearing reflective clothing. All participants in the happening were dressed in reflective vests. The prize for the best school in the region was money for the purchase of teaching materials. In addition, children received material prizes, as well as certificates confirming the school’s activity in the area of caring for the safety of students on their way to school.

Are you threatened with bad reflective jacket

Up to 90 percent of reflective vests for motorists sold on our market do not meet European standards. These, for example, indicate how much reflective elements on the vests must reflect the light, and what dimensions such elements must at least have. Motorists can get a fine of up to 2,000 crowns, but more importantly, in case of road problems you will be much less visible in such a vest.

However, according to the Minister of Transport, Dana, it is not necessary to change the current vests, because the new standard only applies to newly manufactured products. Only drivers who do not find any label or certification on the jacket should change it.

If they have a certified vest in the car, they can be quiet. It is more about looking good at purchasing a new vest, which we can change for example as lost or damaged. Some technical inspection stations, however, do not give technical advice to drivers if the vest is not in accordance with the latest standards. At first glance, you do not know both jackets, but the analyzes made by one of the distributors show great differences. The uncertified one usually has a reflective surface area smaller than the standard, and most of the light reflects at least.

“The biggest impact this has on the final consumer, the motorist, is not so visible,” said one of the distributors Michal. Distributor estimates that vests that do not meet valid standards are up to 90 percent. Of course, they are also making money here. A vest that has not passed a compulsory certification in a test room is cheaper, up to 40%.

The problem is that when the product enters the market, the state is not supposed to intervene. The manufacturer himself sends a batch of vest for testing, and if he passes, he gets the certification with which he then sells the safety vest. According to ÚAMK’s assistant service, it is up to him to make the series honestly or if some vests are cheated. Control is only possible when the vests are on the market. However, now when shortcomings occur, the guilty may face up to a million fines.

Warning vests that do not give the warning to other drivers do not, according to the Ministry of Transport in the car, what to do. “If the product does not comply with the mandatory safety requirements and still claims that it may be obligatory, then it would be deceiving the customer,” Tomas Nevoid, spokesman for the Ministry of Transport, told TV Nova. For a deceptive advertisement, a fine of up to 5 million crowns may be imposed.

Moreover, if the vest does not have the right reflective elements, it is dangerous and the manufacturer has to download it. Knowing the safety eyewitness with the naked eye is complex; people are relying on labels as well as information that the vest is intended for mandatory equipment. Even if you have the right vest in the Czech Republic, you can still get a fine abroad. “There is one possible collision, and that is the green color used by German police for their vests,” IAM spokesperson explained.

In addition, another hitch is in the number of vest. In the Czech Republic, the law prescribes the vest one, in France, Italy, Hungary or, in Croatia, it is mandatory for all passengers. Fines for missing vests go up to thousands of crowns. Although in the Czech Republic the high visibility vest is only one mandatory, if you get out of the car on the road in low visibility, you have to have reflective elements, at that moment the law is for you as a pedestrian.

High visibility vests save the Life of the Hunter

The Hunt Hunting Association asks you hunters to pay more attention to safety and to the fact that they must wear the high visibility vest during wild boar hunting.

In fact, let’s go back to talk about Vests with high visibility and safety of hunters, waiting for the Region of Sardinia to issue an urgent measure that obliges big hunting teams to use the orange vest. As is already the case in almost all regions of Italy, we ask you hunter friends to wear a High Visibility vest, which will surely help you to be more recognizable in soils covered with thick vegetation.

We are increasingly convinced by the testimony of a member of the team involved in the accident, as a direct interested,” reports our friend hunter “as a person who knows how the facts occurred I can tell you that if the wounded had worn the orange reflective vest would most likely have avoided the tragedy.”

Dear friends, the vest is fundamental for the safety of all us hunters and does not affect the joke, the ungulates have in fact a dichromatic vision, so they are not able to distinguish all the colors. To be precise, wild boars have only two types of cones, a type sensitive to short waves (blue / purple light) and the other sensitive to medium waves (green / yellow light), but are totally unable to distinguish red and green.

Therefore, in the eyes of a wild boar, a hunter dressed in green, red or orange looks alike, while in the eyes of another hunter appears visible and recognizable, so thanks to the orange vest with high visibility many lives can be saved without affecting the joke hunting.

From the middle of the year the new Transit Law will govern

The changes were publish in the Official Gazette and will be especially for motorcycles. Driver and passenger must have safety vest and the vehicle’s patent on the helmet.

The National Government made official the changes in the National Traffic Law, with which it seeks to deepen controls on motorcyclists and combat insecurity. The measures, which would begin to take effect on June 15, were announced last week by the Minister of National Security, Patricia Ulrich, and forced those who drive a motorcycle to have the vehicle’s patent printed on the helmet. The companions to wear a reflector vest with the identification of the domain both on the front and on the back.

Decree 171/2017 published in the Official Bulletin states that: “The massive use of motor vehicles throughout the Nation’s territory, and beyond the convenience provided by this means of transportation, its accessible acquisition and its economy, has facilitated in parallel way the concretion of criminal acts in the public road, highly reprehensible by society “. According to the new norm, the dominical identification will be adhered to the right and left sides of the regulatory helmet and high visibility vest, and must be indelible and inviolable.
