Children suggest reflections to pregnant women and young mothers. The initiators of the “Visible mother – safe child” campaign were the students themselves. As the teacher Ewe, the coordinator of the “Reflective school” project, says, the students designed and made reflective pendants in the shape of joined hearts symbolizing parental love. They distributed them, among others women participating in fitness classes for pregnant women.

 

A group of children from this school went to the last match of Wicca. There, they received the reflections of the fans, and earlier. Reflections made by students themselves were also sent to seniors. Intergenerational workshops “Safely and fashionably” were organized, during which reflective vests (including folk motifs) were decorated.

Reflective vest is not only for children

On roads outside built-up areas after dark, you will need to wear reflective vests. Until now, this obligation concerned children up to the age of 15, now they are to be worn by all pedestrians. Police in the first weeks will only inform and admonish, but then they can punish us with a fine of up to PLN 500.

 

The amendment to the Act introduces an obligation according to which a pedestrian traveling along the road after dark outside the built-up area is obliged to use reflective material in a visible way for other road users, unless it moves on a road intended only for pedestrians or on the sidewalk. According to police, the new duty is to improve the safety of pedestrians. In the fall, they are very often the victims of accidents.

 

If the driver notices the pedestrian earlier, he is able to react faster. Driving at 80 km / h, he sees a pedestrian dressed in dark from a distance of 30-40 meters. Already one reflective material makes the pedestrian visible from a distance of 120-160 meters.

 

We are satisfied with this turn of events. This provision is to improve the safety of pedestrians and drivers – says communist Marvin from the Zibeline police. – At the beginning, for these few weeks, we will not punish fines. All you need is information or a reminder, as it was when the obligation to drive with the lights on was made throughout the day. Then, however, you can expect to be punished with the mandate – he adds. From September 1, police officers using the beginning of education will visit schools and remind about a new duty.

 

The legislator does not impose what the obligatory reflective element should look like. Most importantly, it would fulfill its function and be visible. Reflective elements may include attachments for clothing, headbands, vests, and leashes. It is important to place them: the reflectors are recommended to be placed at the level of knees, hands, around the center of the chest and back – then we will be sure that they are clearly visible to other road users.

 

Reflective clothing are widely available in stores and at gas stations. Their purchase is an expense of only a few zlotys. The use of glare does not require any special effort or huge financial expenses. It can save the life or health of both the pedestrian and the driver – informs the Police Information Service.

Policemen persuaded pedestrians to wear reflective tapes

Police officers serving on the roads not only controlled yesterday how the pedestrians care about their safety on the road, but also gave the inhabitants reflective material. All this is as part of the “Keep an example on the road” action.

 

The aim of the police action was to promote the use of reflective elements by pedestrians moving not only outside the built-up area, but outside also where it is not required. It turns out that often accidents involving pedestrians also occur in the city. In many situations, they are invisible to drivers.

 

Yesterday, the police officers from the Citrusy unit controlled places of increased pedestrian traffic and checked whether the residents were complying with the rules according to which they should ensure that they were visible along the road. Pedestrians moving after dark outside the built-up area should wear a reflective clothing in a visible way for other road users.

 

During the action, police officers made pedestrians aware that this is not only a requirement of law, but also common sense, and the pedestrian-worn reflex is an expression of conscious, responsible participation in road traffic.

 

During the inspection, the officers handed out pedestrian reflective vest prepared specially for the occasion. The idea is to reach as many people as possible, so the subject of pedestrian safety is discussed during meetings with residents in various places in the podia. Police officers remind to see – it is not the same as being visible.

For some time, mysterious characters can be found on the main roads in the Karenna commune. They look like real people from a distance. Mandatory reflective vests from September 1

From September 1, every pedestrian walking after dark outside the built-up area will have to wear reflective clothing or a headband.

 

According to statistics, about 1,000 pedestrians and cyclists die in Poland on dark roads every year. From September 1, everyone moving around at dusk along roads in the unconstructed area will have to have visible reflective elements. Janus from the slip road in Soups should be extended by unpublished areas, including built-up ones, because many municipalities cannot afford sidewalks and illuminate the village all night long.

 

From the beginning of next month, however, we will be looking closely at pedestrians walking on roads outside the city. At the beginning, we will be instructing those undisciplined, but then punishing the seats – says the deputy head of the traffic department of the Soups command. What are the mandates? The new provision on the need to wear reflective vest is not yet included in the tariff. Until this happens, we will issue fines on general terms, from PLN 50 to PLN 100 – he adds to the poke. However, it is not about the level of seats, but about the safety of pedestrians. Many people note that in the minds of pedestrians and cyclists, especially those of adults, there is no need to wear reflective vest.

 

There is a terrible fashion for black. People rarely ask for reflective vests. When I order yellow or red panniers for a bike, they lie for months, and customers ask for dark ones – says Mikoyan from the bicycle shop, where you can buy reflective elements. The local government was planning to take care of the reflective education. At the meeting in the City Hall, representatives of the office, municipal guard and neighboring municipalities, police, organizations for the disabled and the elderly took the floor. It is different in rural communes, where the risk of an accident on an unlit road is much greater.

 

There were tragic situations with us. Near a village administrator died on an unlit road, and at the exit from the national six to Starry the car hit a cyclist. Fortunately, it has already managed to win the construction of safe descents – recalls Pewee Lewandowski from the Community Office in Dominica. We have been campaigning for the safety of our children a year ago, together with “Goes Somoza,” where all the first ones were given high visibility vests and comic booklets, we urge the elders to wear flares, distribute them at festivals and harvest festivals to tell the pulpit about road safety.

What you need to know when cycling on the public road

The Romanian police in safety vest recall the rules that cyclists have to respect on the public road. First, in order to drive a bicycle on public roads, you must be at least 14 years old. It is not enough, however. You need to know the traffic rules and be adequately equipped.

How do you have to equip your bike?

In traffic on public roads, the bicycle shall be provided with an effective braking device, with a suitable, functional steering system with audible warning system (the fitting and use of vehicle-specific audible warning systems is forbidden). In addition, at night, the bicycle must be equipped with white or yellow light in front and back with red light and at least one visible, reflective vest, reflective device of the same color. At the same time, the bicycle must be equipped with elements or devices that, in turn, form a continuous, fluorescent-reflective circle, orange, fixed to the spokes of the wheels.

 

Other Obligations:

Bicycle drivers are prohibited:

– To travel on marked road sections with the sign “Bicycle access”;

– Learn how to drive bicycles on highways;

– To run on the sidewalks, unless they are equipped with special tracks for them;

– To move without holding at least one hand on the handlebars and both feet on the pedals;

– To move while under the influence of alcohol, products or narcotic drugs or medicinal products with similar effects,

– To keep on board a vehicle or to be towed by another vehicle or pushed or pulled by a person in a vehicle;

– Carry a person other than the child up to 7 years only if the vehicle is fitted with a special support and when the vehicle is built and / or equipped specifically for the transport of other persons;

– To transport or to shoot any objects which, by their volume or weight, interfere with or endanger the driving of the vehicle or the movement of other road users;

– To run on alleys in public parks or gardens, except when they do not interfere with pedestrian traffic;

– Run at night or when visibility is reduced without meeting the equipment requirements.

– Run with technical failures on the braking systems or on a vehicle not equipped with a buzzer;

– To run on lanes other than the one near the curb or more, unless, before the intersection, it must fit properly to make the left turn;

– Run without wearing fluorescent or reflective clothing, from leaving the evening until dawn or when visibility is reduced;

– Drive the vehicle without keeping the wheels in contact with the ground.

For failing to fulfill these obligations, you are liable to sanction! Comply with the law, for added safety! “

What standards should cyclists meet

In a pedestrian crossing signposted as such, the cyclist in reflective jacket cannot cross it transversely (not even to make a turn or a change of direction). If you want to cross to the sidewalk in front, you will have to get off the bike and take it on foot; in that case, it would have priority of step because it would stop being a cyclist to become a pedestrian.

 

It will only have priority if it is traveling by a bicycle lane or by a marked passage for cyclists.

– The cyclist in reflective clothing must ride in the center of his lane, like any other vehicle. This is done because in urban environments the cars parked on the sides could suddenly open the doors and favor a collision. In addition, the cyclist can turn left or right (signaling) conveniently to his destination.

– The assumptions in which cyclists have priority of step with respect to motor vehicles are established in Article 64 of the General Circulation Regulations, are the following:

  1. When traveling on a bike lane, pass for cyclists or shoulder marked properly.
  2. When to enter another road the motor vehicle turns to the right or left, in the permitted cases, and there is a cyclist in its vicinity.
  3. When circulating in a group, the first one has already started the crossing or entered a roundabout.

 

– In addition to the above assumptions, article 59 on intersections states that “even when it has priority of passage, no driver shall enter with his vehicle at an intersection or in a pedestrian or cyclist pass if the situation of traffic it is such that, predictably, it can be stopped in a way that obstructs the transversal circulation “.

– When traveling at night, it is mandatory to use front light and rear reflector on the bicycle, as well as a reflective garment on the part of the cyclist.

– The other mandatory rules for drivers are also for cyclists, including BAC (yes, you can be fined if you go by bike drunk, although you will never lose points if you take an administrative penalty).

What documents can the PMT ask for road safety

Motorcyclists need to wear reflective clothing for safe

In the Netherlands, 47 motorcyclists without safety vest died in traffic in 2016. The number of serious road injuries among motorcyclists has not been reliably determined since 2009, when there were around 1,300, due to poor registration. In the Netherlands, 1.4 million people have a motorcycle license, but with only 656,000 registered engines, less than half have an engine.

 

These motorcyclists drive on average 1,200 to 3,400 km per year, so most do not really build up routine. The risk of dying in traffic (per distance traveled) was 30 times greater for motorcyclists between 2010 and 2014 than for motorists. Of the deceased motorcyclists in 2016, almost 30% were between 40 and 49 years and 98% were men. Of all serious and fatal motor accidents in the Netherlands, 40% is a single accident (an accident in which no other road user is involved). The state of the engine and of the road only plays an identifiable role in a small part of the motor accidents. It has not been investigated how big the role of speed is in the origin and impact of motor accidents in the Netherlands. Foreign studies suggest that speed is a more important accident factor in motor accidents than in car accidents. The visibility and prominence of motorcyclists also plays a role in motorcycle accidents. Fluorescent clothing and lighting can improve the visibility of motorcyclists, but mainly the contrast with the environment that increases the safety of motorcyclists.

 

Clothing also plays a role in the outcome of motor accidents. In the event of a motorcycle accident, the motorcycle helmet and proper motorcycle clothing protect the motorcyclist from injuries. In the Netherlands, almost all motorcyclists wear helmets and motorcycle reflective clothing.

 

In order to further improve the safety of motorcyclists, the technical / intelligent vehicle developments for the car are followed with interest. However, it is not yet easy to adapt ITS systems for the car to the engine. The use of ABS (anti-lock braking system) on engines probably reduced the number of motor accidents. Education can also have a positive effect: research into the one-day advanced driving course (VRO) of the Dutch motorcyclist association (KNMV) has shown that this has a positive effect on safe driving and hazard perception of motorcyclists. However, in the majority of the evaluations of (continued) driving training for motorcyclists, no effect is found on crash involvement and offenses.

The evening is dedicated to neighborhood prevention, to bring residents and to inform them about safety in the neighborhood. Only the heat and problems with the ‘advertising’ ensure that no one comes to mind. However, those present did not get out of the way and the evening turns into an extra training for the neighborhood prevention members.

 

The two community police officers in safety vest, Fred van Postal and Johan Damen, supervise the group. In every possible situation, an explanation is given about what can happen or how they would act. For example, the group stops a few times at a car where the window is open or an easy access a burglar can use. Yet Perry Sep, coordinator of the volunteer group, had hoped for more participants. It is just very important for the neighborhood and we would have liked to see more ‘potential members”, says Sep. The group now consists of 26 volunteers, all help is welcome and we can use it well. ”

 

The local police and the BOAs would also like to have seen more people. According to them, neighborhood prevention has become almost indispensable. ,, They are extra eyes in the field, ” said the local boarder. “We, the local police and I, are only three of us. It is impossible to keep an eye on everything. Those extra eyes are then just very important for our work. ”

 

Johan, community agent Snit, noticed how important this aid could be, shortly after setting up the group. “Less than 24 hours after the group app was in the air, someone had reported a pencil vendor in the area. 20 minutes later the conscious man was sitting in the van in the direction of the desk”, says Damien. So you see how important a neighborhood prevention can be, that is great!” That is mainly the task of neighborhood prevention. That is also the reason why I do this, you do something about it ”, says Marian in reflective clothing. “Everyone complains about everything, or they sometimes see what happens. However, it often stops there. You can also choose to do something with it.

 

Of all neighborhood prevention groups in the municipality of Ruche, that of Snit is the youngest of the couple. It started as a very small club of five or six men. It took more than a year before it slowly grew, “says the coordinator of the group. However, it is still difficult to recruit new members in the village.” According to the group, you should not make it bigger than it is. We only signal and help to make the neighborhood a little safer, but we are not scapegoats.”
