Wear reflections, it’s not embarrassing

3,5 thousand reflective vests bought by the Regional Road Traffic Center in Opole will soon be delivered to the inhabitants of the Opole region.

The action of giving them started. The police handed them over to passers-by and cyclists in Wadena, Nyssa, Opole and Strzelecki Poolside. – On the days will be also distributed in the other points – says the aspirant Karol Brandies from the press office of the Provincial Police Headquarters in Opole. – This gives the driver a chance to slow down and safely bypass the pedestrian or cyclist – adds Pieter Bob. In order to fulfill his role, the reflective tapes should be placed on clothing, at the height of the knees, hands, around the center of the chest or back. – Carrying them is nothing shameful – says Charles Brandies.

Walkers in the dark with reflective tapes only

The Senate unanimously approved an amendment that, among other things, will allow municipalities to restrict traffic. Norm also orders pedestrians to wear reflective vests outside the village if darkness or otherwise impaired visibility.

 

The law also allows police to withhold a small technical license in the event of a poor technical condition of the vehicle. The Senate has decided against it today, despite the efforts of some senators who wanted to take police officers the right to measure speed or to allow cyclists to ride even after drinking less alcohol. The novel, which also obliges motorists to clean vehicles from ice and from snow, if they prevent them from being out of sight, now gets the president to sign.

 

“The ministry of transport has a negative opinion on the proposal to drop the possibility to measure the speed of municipal vehicles by the police,” the minister of transport, Dan, told the senators. This was substantiated, inter alia, by the fact that this change was not discussed with the authorities concerned and its impact on traffic safety and radar investment in municipalities was not assessed.

 

He wanted to remove the right to measure the speed of the chairs of ODS senators and the Mayor of Teplice. He argued that many municipalities want only to improve their income and speed to measure outside the built-up area. He also pointed to the administration and the increase in unpaid fines, which he said last year was up to 43 million crowns.

 

What does the law introduce?

– Municipalities can regulate the operation of trucks

Senate Vice-President proposed to allow cyclists, according to the Austrian model, 0.8 per mile of alcohol in the blood if they were traveling on third-class roads or cycling paths, or alternatively 0.5 per mile. He also wanted to limit the maximum penalty for alcohol for cyclists to 500 crowns. He argued that police officers often collect fines on wine-growing cycle paths. “Two wines are certainly not what threatens safety,” said Korma. Outside of the village four drivers walked this year last year, seven last years. Tapes of various shapes and colors can be seen in cities where pedestrians would not have. “We have found that pedestrians pay attention to their visibility in the village,” confirmed the spokesperson of the Liberec police Vladimir.

 

Preventive actions are also helpful

According to her, the preventive and repressive action is also influenced by the decrease in the number of road accidents involving pedestrians. “We focus on the visibility of pedestrians. However, it is unambiguously to say that the decline has occurred because of these activities, it is not possible, “said Spokeswoman. Police officers teach older pedestrians

Scientists will prepare another diode jacket

Even better are LED tapes. Scientists at the department of clothing at the faculty of Textile University of Liberec have long ago developed a jacket that has built-in diodes. The jacket is mainly designed for cyclists who can indicate a change in direction. The flicker diodes on the back can be seen for up to four hundred meters, and pedestrians can wear the jacket.

 

“There have already been hundreds of pieces sold,” Kodak, a spokesperson for the Technical University in Liberec, said. Massive expansion of the reflective jacket so far hinders the price of around nine thousand crowns. “Our scientists are already preparing the second variant of the model, the price will be reduced to five thousand,” the spokesperson Kodak said.

Walker does not have a chance in a car crash

Taking dark clothing in November with no reflective material and going out on the roadside, on the road, can be a gambling with life. Has the new duty of wearing reflective elements helped reduce the number of pedestrian and car crashes, which usually ends tragically?

Pedestrians should remember to wear reflective vests

How big and where the reflective element should be

The amendment to the law, which commands to wear reflective elements in reduced visibility and out of the village on unlit streets, does not quite say how, where, and what size reflective elements are to be.

 

“You do not have to wear a reflective vest. Just a good complement of retro reflective material of distinctive color (yellow, light green, orange, etc.) that is visible to other road users. Ideal for example is a reflective strap placed on the leg or hands (ideally on both limbs) towards the road. You can carry your belt comfortably in your pocket or bag, where you do not take too much space and use it when needed. For example, a reflective element that is part of the clothing, the backpack or the bag is sufficient if it is sufficiently visible to other road users, “the Ministry of Transport writes on its website.

 

Simply put, in theory, a reflective element might be enough on the jacket sleeve two inches two inches. The Decree states in what situations the elements should be worn, in what weather, but not their particular form and location on the body.

 

What threatens you when you are invisible?

If police officers see you in a badly illuminated location outside of the village and you have no reflexive element, theoretically you may be facing a fine of up to two thousand dollars. “There is a fine ranging from zero to CZK 2,000 per block, from 1,500 to 2,500 CZK in administrative proceedings. Instead of granting sanctions, however, police patrols will talk to people and give them reflective tapes and bags to keep the law from breaking and moving safely on the road, “the Ministry of Transport said. By the end of 2016, we assume that we will deliver up to 250,000 pieces of reflective tapes in this way, “said Tomas, Director of the Traffic Police Service of the Police Presidium of the Czech Republic.

 

The Decree could also remember the city

To wear a reflective element according to the pedestrian regulation is obligatory when moving out of the village under reduced visibility (not only at night, but also at dusk, fog, etc.) on the roadside or on the edge of the road in a place not illuminated by public lighting.

 

Thus, the decree deals with the movement outside the village, but also within the marked village and town we find little illuminated sections. “It is in many municipalities,” the police spokesman confirmed – for example, the section of Street, where a number of workers move to or from the evening shift in one of the races. And the decree should also apply to the pedestrian and cyclist trails, which are also several in Taco. “Although it does not specify this decree, it is still a road, so the reflective elements should be worn by pedestrians on pedestrian and bicycle paths,” added Giroux.

 

According to the recommendations of the Ministry of Transport, it is good to use reflexive elements where there is a danger that the driver cannot safely recognize the pedestrian. The aim is primarily to prevent serious and fatal accidents caused by the fact that the pedestrian was not sufficiently visible on the road. Between 2012 and 2015, 523 pedestrians died, of which 303 at night. In the last year alone, 72 people died, who were not seen at night. The driver, who meets the pedestrian in black at night, is about 18 meters long for an adequate response. At about 70 km / h, it is less than a second.

Wear reflective tapes to keep safe on the road

Mandatory pedestrian reflective elements: Better than nothing

In February, the pedestrians are obliged to wear reflective surfaces. Nevertheless, nobody deliberately says what to look like and there are shops full of shunts. You would have to live abroad or on Mars so that you do not hear about new pedestrian obligations in the Czech Republic wearing reflective elements outside of the village for reduced visibility. In February, it will go out in a collection of laws and then start paying in 15 days.

 

The approval process took so long that the media, the politicians and the policemen were talking about it for months, as it is a good idea if the measure brings at least one saved life. In the autumn, the campaign began, this year being sold to half a million reflective tapes, 100,000 bags for seniors and tens of thousands of shining laces for young people. The numbers of the victims are dull, since 72 pedestrians died in the dark last year. This is what good foreign experience speaks of, where such a duty has been paid for years, and the number of deaths has dropped very fast.

 

Do you know retro reflection?

Unfortunately, in the publication, the most important thing is to define what “retro reflective elements” are and what they should look like. “For example, we have fluorescent materials that increase visibility in daylight and at dusk, but in the dark they lose their function,” depicts the difficulties of a simplified search for Martin. In addition, we have found that not every orange or light green working vest is wearing real retro reflective elements – those that reflect light at night and draw attention to the character in the dark!

 

Although the transport legislation suggests that the term “retro reflective” refers to the emergency stop of a vehicle outside the village or the permissible pedestrian signs, the executive decree shows examples of orange “roadside” assemblies and vests with the inscription “School”, which in both cases, it is difficult to dress the participants.

3M invest 11 million Euros for new reflective technique

Reflective license plates and traffic signs, graphic films such as on the urban play mobile or diaper closures: products from the 3M Hilden factory are everywhere. They help to save resources and weight in the automotive and aerospace industries. 3M has started up a new production line for so-called dual-lock fastening systems in Hilden a few months ago and has invested five million Euros. These double-sided, very durable and detachable high-performance adhesive reflective tapes are used, among other things, in door seals or to connect the interior trim of a car to the body, explain Stephan Rain, the press officer.

The production, which has so far been based in the USA, is now moving closer to key customers in the region.
