From September 1, everyone moving around at dusk along roads in the unconstructed area will have to have visible reflective elements. At the beginning, we will be instructing those undisciplined, but then punishing the seats – says the deputy head of the traffic department of the Soups command. What are the mandates? The new provision on the need to wear reflective vest is not yet included in the tariff. Until this happens, we will issue fines on general terms, from PLN 50 to PLN 100 – he adds to the poke. However, it is not about the level of seats, but about the safety of pedestrians. Many people note that in the minds of pedestrians and cyclists, especially those of adults, there is no need to wear reflective vest.

 

There is a terrible fashion for black. People rarely ask for reflective vests. What you need to know when cycling on the public road

At the same time, the bicycle must be equipped with elements or devices that, in turn, form a continuous, fluorescent-reflective circle, orange, fixed to the spokes of the wheels.

 

Other Obligations:

Bicycle drivers are prohibited:

– To travel on marked road sections with the sign “Bicycle access”;

– Learn how to drive bicycles on highways;

– To run on the sidewalks, unless they are equipped with special tracks for them;

– To move without holding at least one hand on the handlebars and both feet on the pedals;

– To move while under the influence of alcohol, products or narcotic drugs or medicinal products with similar effects,

– To keep on board a vehicle or to be towed by another vehicle or pushed or pulled by a person in a vehicle;

– Carry a person other than the child up to 7 years only if the vehicle is fitted with a special support and when the vehicle is built and / or equipped specifically for the transport of other persons;

– To transport or to shoot any objects which, by their volume or weight, interfere with or endanger the driving of the vehicle or the movement of other road users;

– To run on alleys in public parks or gardens, except when they do not interfere with pedestrian traffic;

– Run at night or when visibility is reduced without meeting the equipment requirements.

– Run with technical failures on the braking systems or on a vehicle not equipped with a buzzer;

– To run on lanes other than the one near the curb or more, unless, before the intersection, it must fit properly to make the left turn;

– Run without wearing fluorescent or reflective clothing, from leaving the evening until dawn or when visibility is reduced;

– Drive the vehicle without keeping the wheels in contact with the ground.

For failing to fulfill these obligations, you are liable to sanction! Comply with the law, for added safety! “

City police officers teach children prevention and security

Crime Prevention, Traffic Education, and Safety are introducing the work of the City Police, its police officers and crime prevention assistants. This and much more was the content of a series of lectures that the Municipal Police in reflective vest organized for the pupils of the second to fifth grades at the Elementary School. Discussions with school pupils and students have proven to be an effective form of prevention for several years.

 

The lectures were divided into three sections. In the first one, the children were introduced to a crime prevention assistant who explained what the assistant’s work is. Another area covered the work of the police officers and the explanation of their work, when children could see and “hitch” the equipment of the city police. The most interesting ones were, of course, handcuffs, a radio, or batons. In the last round, the children responded to basic questions about traffic education and road safety. For the right answers, they received small gifts as a reward.

 

Each of the 300 children covered by the lecture got a reflective hand strap or a briefcase with the City of Program logo to increase the safety of people on the road. These reflective accessories are mandatory after the amendment to the Road Traffic Act from February 2016: a pedestrian if it moves outside the village under reduced visibility on the side or edge of the road in a place not illuminated by public lighting must be clearly visible.

The police fine pedestrians without reflective vest

Police officers in the Liberec region are starting to pay fines to pedestrians who do not have reflective vest at night outside the village. They have only been alerted to the obligation introduced this February. The fine on the spot can go up to two thousand crowns, in administrative proceedings ranging from 1,500 to 2,500 crowns.

 

“Within the region, we have imposed around forty penalties for this offense. Most often at the rate of two hundred crowns, “said Jan, Chief Commissary of the Police Service of the Regional Police Directorate of the Liberec Region. Preliminary statistics show that pedestrian accidents have been lost in the region this year. This is 19 accidents less than in the same period last year.

 

In the case of accidents caused by pedestrians, the decline is even more pronounced. This year they could walk in 27 accidents, last year for 49. In sections outside the municipality to which the new law mainly aimed, the number of clashes with pedestrians also dropped. Outside of the village four drivers walked this year last year, seven last years. Tapes of various shapes and colors can be seen in cities where pedestrians would not have. “We have found that pedestrians pay attention to their visibility in the village,” confirmed the spokesperson of the Liberec police Vladimir.

 

Preventive actions are also helpful

According to her, the preventive and repressive action is also influenced by the decrease in the number of road accidents involving pedestrians. “We focus on the visibility of pedestrians. Police officers teach older pedestrians

A similar traffic-prevention action is planned for the first half of December in the region. “We will focus on older pedestrians, for example, at shopping centers. Scientists will prepare another diode jacket

“There have already been hundreds of pieces sold,” Kodak, a spokesperson for the Technical University in Liberec, said. How big and where the reflective element should be

The amendment to the law, which commands to wear reflective elements in reduced visibility and out of the village on unlit streets, does not quite say how, where, and what size reflective elements are to be.

For example, a reflective element that is part of the clothing, the backpack or the bag is sufficient if it is sufficiently visible to other road users, “the Ministry of Transport writes on its website.

 

Simply put, in theory, a reflective element might be enough on the jacket sleeve two inches two inches. The Decree states in what situations the elements should be worn, in what weather, but not their particular form and location on the body.

 

What threatens you when you are invisible?

By the end of 2016, we assume that we will deliver up to 250,000 pieces of reflective tapes in this way, “said Tomas, Director of the Traffic Police Service of the Police Presidium of the Czech Republic.

 

The Decree could also remember the city

To wear a reflective element according to the pedestrian regulation is obligatory when moving out of the village under reduced visibility (not only at night, but also at dusk, fog, etc.) on the roadside or on the edge of the road in a place not illuminated by public lighting.

 

Thus, the decree deals with the movement outside the village, but also within the marked village and town we find little illuminated sections. “It is in many municipalities,” the police spokesman confirmed – for example, the section of Street, where a number of workers move to or from the evening shift in one of the races. And the decree should also apply to the pedestrian and cyclist trails, which are also several in Taco. “Although it does not specify this decree, it is still a road, so the reflective elements should be worn by pedestrians on pedestrian and bicycle paths,” added Giroux.

 

According to the recommendations of the Ministry of Transport, it is good to use reflexive elements where there is a danger that the driver cannot safely recognize the pedestrian. The aim is primarily to prevent serious and fatal accidents caused by the fact that the pedestrian was not sufficiently visible on the road. Between 2012 and 2015, 523 pedestrians died, of which 303 at night. In the last year alone, 72 people died, who were not seen at night. The driver, who meets the pedestrian in black at night, is about 18 meters long for an adequate response. At about 70 km / h, it is less than a second.

A year and a half with mandatory reflective elements

For eighteen months, pedestrians outside the village have to wear reflective vest. Do they do it? In addition, how did it show up in statistics?

 

It will be a year and a half from Sunday, when the pedestrians should start shining on our roads. On February 20, the following formula was added to the Road Traffic Act. “If a pedestrian is traveling outside the village in a low visibility on the roadside or on the edge of a road in a place not illuminated by public lighting, he is obliged to wear elements of retro reflective material placed so as to be visible to other road users. ”

 

It is just before 9 o’clock when we pass the sign indicating the end of Prague. We decided to see how the Czechs adhere to the law. True, the main season of all kinds of reflectors, straps and strips for clothes are gloomy autumn and winter. The law, however, applies without exception to the end of a fudgy summer. From a statistical point of view, the new regulation looks promising. It has certainly played a role in a massive communication campaign, warning about the possible consequences of invisible night walks. The parts of reflective tape are more prominent: “After the effectiveness of the law, we recorded a total of 24 killed pedestrians under reduced visibility. What documents can the PMT ask for road safety
