It is important to wear reflective vests, especially during autumn and winter, to show the participants of Thursday’s Santa’s Run. They covered a route of over 6 km.

On Thursday, December 6, Santa’s Day organized. It was attended by friendly running groups. Their members have a common sympathy because they share the same passion, or love to run.

Participants covered the route with a length of over 6 km. They started at 19:30 from the service station then went to the church.

Each of the runners was wearing clothing with reflective fabrics, as well as reflective bands and flashlights. The main purpose of the Santa’s Run was to make pedestrians aware of the importance of taking care of their safety by wearing reflective vests with reflective materials.

At the finish line, Santa was waiting, who gave candy to runners.

Circle distributes 2,500 safety vests to children

The first accident occurred at 06.30 clocks in Bad Berleburg. Here a 47-year-old car driver drove to the local roundabout, at the same time a young woman wanted to cross the pedestrian crossing in front of the roundabout. Due to the darkness, rain and the pedestrian’s completely black clothes, the car driver overlooked her and caught the young woman crossing the road so that she was thrown onto the bonnet and then fell to the ground. With an ambulance, the injured was then sent to a hospital.

The second accident happened a good hour later on the K 50.

There, according to initial findings of the police was a 20-year-old motorist with his Ford Fiesta. He met a dark-clad 65-year-old pedestrian on the roadside. To prevent a collision with the almost unrecognizable pedestrian, the young man tore the steering wheel. So his Fiesta came off the road, drove up a slope area, then tipped over, slid on, fell on a guardrail and finally stayed on the roof. The 20-year-old was seriously injured in the accident. He was hospitalized. By the way, a criminal complaint was filed against the 65-year-old pedestrian for failure to provide assistance and escape.

Against the background of these accidents, the police reminded once again that with the dark season that has just begun, pedestrians and cyclists, in particular, are exposed to considerable dangers.

The reasons for this are the unfavorable weather and visibility conditions that occur in the so-called dark season, such as darkness, rain, fog, slipperiness, and snow, which cause great problems for all road users.

Many pedestrians go in unsecured places on the road, without paying enough attention to the vehicle traffic.

Very often, pedestrians wear dark, if not black clothing. That may be fashionable, but also carries great dangers. Because pedestrians are very difficult or even not recognized by other road users.

But the principle of “seeing and being seen” should be a top priority for all road users, especially in the dark season. Pedestrians are advised to wear bright, reflective vest and carry bright, reflective items.

A car driver sees a brightly dressed pedestrian from a distance of 80 to 90 meters, a dark-clad only from a distance of 25 meters. Reflective materials fastened to the clothing allow pedestrians to “shine” even from a distance of 150 meters.

In conditions of insufficient visibility, drivers notice later than usual any unobstructed obstacles on the road, in particular pedestrians dressed in clothing that is close to the environment (black, gray). It is worth to stock up on reflective vests. We remind you that it is the duty of all pedestrians who move on a roadway or roadside outside of a built-up area after dark. It’s worth taking care of your safety by wearing a reflective vest with reflective fabric also in the built-up area.

We would like to remind participants of the “St. Andrew’s” game that a very dangerous phenomenon is the unconscious drunkenness of the driver. Most often, it happens when someone drinks alcohol the previous day and it seems to him that there was no trace of “promise” in the body. It turns out, however, that even a few hours of sleep does not guarantee the elimination of alcohol from the body. The only reliable method to determine the alcohol concentration in the body is to study with an electronic device that has the appropriate “legalization”. The test can be performed on most police stations and police stations.

Prevention campaign in road traffic

For the second time in a row, the cantonal police will participate in the MADE VISIBLE campaign of the TCS, the bf and the Fund for Traffic Safety from 15 November 2018. This coincides with the twelfth issue “Day of Light” and lasts until the end of the month.

Wear reflections

“Poor visibility caused by adverse weather conditions and early darkness causes that pedestrians on the road are not very visible to the drivers. Therefore, using the road when difficult conditions prevail on it requires increasing attention by both pedestrians and motorists of road traffic,” police officers call.

Pursuant to the provisions of the Road Traffic Law, pedestrians who move along the road after dark outside the built-up area are obliged to use reflective materials in a manner visible to other road users. An exception is provided in the regulations, according to which a pedestrian can move outside the built-up area without retro-reflecting elements at dusk if it is on a road intended only for pedestrians or on the sidewalk.

The use of reflective elements by pedestrians, especially in autumn and winter, when it is dark early and visibility is definitely worse, can save a life.

The reflective element should be placed in such a place that it will be in the field of car lights and it would be noticeable for drivers approaching from both directions (back and front). The car dipped beam illuminates the path asymmetrically (more light is directed to the right side of the road), it is recommended to walk the left side of the road (in the opposite direction to the vehicle traffic) wearing reflectors on the right hand or leg (from the direction of vehicle movement).

Outside the built-up area, the roads usually do not have separate pavements and are mostly not lit or are poorly lit. In addition, drivers develop much higher speeds than in the built-up area, and pedestrians in dark clothes, without reflections, unfortunately, are completely invisible to the drivers. Correctly worn reflective elements can save lives by walking.

When buying a reflector, pay attention to whether the CE mark has been affixed to it, the name of the manufacturer and the type of the product and whether the instructions for use are included. The lack of these elements means that it is a gadget – not a reflection.

They have to protect their lives on the roads

It is a tool to protect cyclists or pedestrians. In the dark, in the fog or in the dark it is supposed to make them visible to the driver. This is to protect their lives. But most reflective tapes do not work the way they are. With extensive control, the CIA totally failed.

The results of this year’s Czech Trade Inspection (CTI) control action are sad – 90% of the checked reflective tapes and reflective vests were not right! The inspectors reviewed 37 types of reflective tapes and 33 law violations found.

CTI has focused on reflective tapes to protect consumers when moving under reduced visibility on the roadside or on the edge of the road in a place not illuminated by public lighting. The inspectors checked the fulfillment of the essential requirements – specifically photometric requirements according to the relevant standard, labeling requirements, including CE marking and providing additional product information.

The vast majority of products on the Czech market did not work. “Most of the deficiencies related to the CE marking and the retro-reflective properties, almost 90% of the controlled reflective tapes failed,” says CTO spokesman.

Retailers and distributors of dangerous products in most cases violated the law and received 27 fines of CZK 317,000. At the same time, the CTI banned the sale of non-conforming reflective materials or ordered the removal of the identified shortcomings.

At the same time, the Inspectorate recommends that consumers purchase such reflective tapes that have mandatory particulars such as the CE marking, manufacturer and product identifiers. Controls revealed that products meeting these statutory requirements at the same time had retro-reflective properties.

They present in the Legislature a project of law to fight motorcycles

Carolina Piper, one of the promoters of the project, said that “as a victim and legislator, I consider that this law is important in its potential to combat a specific type of crime.”

In addition, service stations cannot sell gasoline to motorcyclists who do not have the regulatory measures established in the law, and those who do not will be fined.

“We have two important points in the project, one to take this job as something to deal with this type of crime that is violent and is one of the main concerns of the neighbors,” Rankin said at the presentation of the initiative.

President of the Security Commission of the Legislature, Rankin stated that unlike the City of Buenos Aires, where it is all urban, “we had to concentrate on developing a project that contemplates the particularities of such a large and diverse province”.

“That is why each municipality must submit to the Ministry of Security which are the geographical perimeters and slots where the use of vests with reflective materials and helmets are mandatory,” he added.

The legislator Carolina Piper said that “as a victim and legislator, I consider that this law is important in its potential to combat a specific type of crime.”

When he was vice president of the Legislature, Rotunda presented a bill to combat the “motorcycle”, which gave the City a specific legal framework on that criminal modality.

In turn, from Decree 171/2017, the national government stipulates that each province must establish its parameters to combat this type of crime.

In control, saturation and prevention operations in the province of Buenos Aires, more than 250 thousand motorcycles were sequestered so far and more than 22 thousand were detained for being in direct connection with a crime, whether due to bank leaks, drug dealing or assaults, assured the Rotunda press.

“Make yourself visible in traffic”

With the campaign “Make yourself visible in traffic”, the state police and the commission for accident prevention want to draw attention to this self-protection of the weaker road users. In addition, caps with reflective fabric will be delivered this year.

Reflectors in the dark provide safety for all road users

Children from the AWO autumn vacation already knew very well. They wear reflective backpacks, have reflective fabrics on their clothes and glowing pendants. This often gives them a lot of precedence over the elderly. Police chiefs of commission Joachim Tabatha and Michael Knap also stated this during their event “Safe and visible through the dark season”. For the first time, two road safety advisors shared their information with children and seniors.

The group room was filled to the last seat on Friday. In addition to the seniors from the district, the children of the AWO vacation leisure had come to hear what the traffic safety adviser of the police had tips for them. “Safe and visible through the dark season,” was the title. It was a premiere for Joachim Tabatha and his colleague Michael Knap, as they usually speak in front of children or senior citizens, but not before both.

So the children were allowed to tell first what they already know about safety in traffic and in the dark. And what was there surprised Joachim Sabbath, because the offspring already knew well? Already in the kindergarten, they have learned to cross the street properly and to provide with reflectors for good visibility. For while a pedestrian or cyclist with reflective clothing is already seen in 140 m distances, one recognizes a brightly dressed person only in 40 m distance and a dark-clad person even in 25 m distance, so that motorists often cannot stop on time.

But many seniors do not like to go out in the dark and therefore do not attach much importance to their visibility. A risk, as the traffic safety consultants, clarify. Around one-third of all accidents happen at dusk or in the dark and this can be the case in the winter in the late afternoon. Sight decreases very much in the dark, especially in old age. This increases the accident risk for pedestrians by three times in the dark, as they are often not seen at all or too late.

Even for adults, there are easy ways to provide the clothing with reflective material. The chief police officers presented jackets, reflective vests, an integrated flashlight, bicycle helmets, and a filament to sew into clothing. All guests received reflective shopping bags as well as pendants that can be attached to handbags. So equipped with young and older people are better seen in the twilight and darkness and are therefore safer on the road.
